Traffic Impact Stud <br />Robinson Property <br />1.0 Introduction <br />Alliant Engineering has completed a traffic impact study for the proposed Robinson Property <br />residential development to be located in the southeast quadrant of the Main Street <br />(Anoka County State Aid Highway 14) & Sunset Avenue (Anoka County Road 53) intersection in <br />Lino Lakes, MN (see Figure 1). The main objectives of this study are to evaluate existing traffic <br />operations within the study area, identify potential traffic impacts to the adjacent roadway network <br />due to proposed development trips, and recommend improvements to address identified issues. <br />The assumptions, analysis, and study conclusions/recommendations offered for consideration are <br />presented herein. <br />2.0 Existing Conditions <br />The existing conditions were reviewed to establish a baseline for identifying any future impacts <br />associated with the proposed development. The evaluation of existing conditions includes <br />intersection turning movement counts, field observations, and an intersection operations analysis. <br />2.1 Study Area Intersections <br />In consultation with City of Lino Lakes and Anoka County staff, the following study intersections <br />were identified: <br />• Main Street (CSAH 14) & Sunset Avenue (CR 53) <br />• Main Street & 4th Avenue <br />• 4th Avenue & Carl Street <br />• Century Trail & Carl Street <br />• Sunset Avenue & Century Trail <br />• Sunset Avenue & Robinson Drive <br />• Robinson Drive & Century Trail <br />2.2 Data Collection <br />2.2.1 Traffic Volumes <br />To document existing conditions, weekday turning movement counts were collected at the study <br />intersections by Alliant Engineering in early February 2022, over the following time periods: <br />• AM Peak Period: 6:00-9:00 a.m. <br />• PM Peak Period: 4:00-7:00 p.m. <br />Note: Century Trail & Carl Street intersection counts estimated from adjacent intersection data. <br />Additionally, study area historical annual average daily traffic (AADT) volumes were provided by <br />the Minnesota Department of Transportation (MnDOT) via its online traffic mapping application. <br />ALLIANT <br />9 <br />Alliant No. 221-0180.1 <br />June 30, 2022 <br />
