Traffic Impact Study <br />Robinson Property <br /> <br /> <br /> <br />Alliant No. 221-0180.1 6 <br />June 30, 2022 <br />Table 4 – Existing Traffic Operations Analysis <br /> <br />3.0 Future No Build Conditions <br />To determine potential traffic impacts associated with background traffic growth alone, future no <br />build conditions were evaluated using Synchro/SimTraffic software. The future no build <br />conditions, including background traffic growth while excluding proposed development trips, <br />were evaluated for the near-term year 2025 and the long-term year 2040. <br />3.1 Background Traffic Growth <br />Traffic forecasts in the Lino Lakes 2040 Comprehensive Plan were reviewed to determine an <br />appropriate background traffic growth rate through the year 2040 analysis. Within the study area, <br />background traffic growth rates are forecast from approximately 0.75 to 2.50 percent annually <br />through the year 2040. However, a significant portion of new trips within the study area through <br />the year 2040 will be generated by the proposed development. Therefore, an annual background <br />traffic growth rate of one (1.00) percent was chosen and applied to the existing traffic volumes to <br />account for new study area trips independent of the proposed development. The resultant year 2025 <br />and year 2040 no build conditions are shown in Figure 3 and Figure 4, respectively. It should be <br />noted that when adding proposed development trips to the chosen background growth rate under <br />future build conditions, the projected study area daily traffic volumes are expected to meet or <br />exceed the year 2040 daily traffic volumes forecasted in the Lino Lakes 2040 Comprehensive Plan. <br />3.2 Infrastructure Improvements <br />A year 2024 Anoka County project is expected to convert the Main Street/Sunset Avenue <br />intersection to a single-lane roundabout. Therefore, the Main Street/Sunset Avenue intersection <br />was modeled as a single-lane roundabout in all future analysis scenarios. <br />It should be noted that the Main Street corridor is envisioned as a four-lane divided roadway in the <br />long-term. However, project funding has not been dedicated, nor has a definitive timeline been <br />associated with expanding Main Street.
