CITY COUNCIL <br />AGENDA ITEM 1D <br />STAFF ORIGINATOR: Lisa Hogstad-Osterhues, Deputy City Clerk <br />MEETING DATE: August 8, 2022 <br />TOPIC: Consider Resolution No. 22-81, Approving an Application <br />for a Temporary On -Sale Liquor License, Run Permit and a <br />Special Event Permit for 2nd Annual Chain of Lakes Rotary <br />Blue Heron Days Community Festival <br />VOTE REQUIRED: Simple Majority (3/5 Vote Required) <br />BACKGROUND: <br />The Chain of Lakes Rotary Club has applied for a Temporary On -Sale Liquor License, a <br />Run permit and a Special Event Permit for August 20, 2022. <br />The Chain of Lakes Rotary is proposing a cornhole tournament, business expo, dog <br />vendors/dog bar, a Hot -Dog Mile & Foam Run and a band and a beer garden from 4:00 <br />pm to 8:00 pm. <br />The group has proposed fencing off a portion of the community green for the beer <br />garden. The Minnesota Alcohol and Gambling Enforcement Division requires a 1 — 4 <br />Day Temporary On- Sale Liquor License to allow the consumption of alcohol in this <br />outdoor area. The applicant is required to submit their request to the City for local <br />approval before the application is submitted to the state for final consideration for the 1-4 <br />day temporary liquor license. <br />The applications have been reviewed by staff, including the Public Safety Department, <br />and the applicant will be provided with a list of safety conditions. The applicant has <br />agreed to comply with the conditions and to address any other safety considerations that <br />may arise. <br />Therefore, staff is presenting for city council consideration a resolution authorizing the <br />issuance of a Temporary On -Sale Liquor License, a Run permit and a Special Event <br />Permit for the Chain of Lakes Rotary. <br />A Certificate of Insurance has been submitted by the Chain of Lakes Rotary Club to the <br />City for this event. <br />RECOMMENDATION: <br />Approve Resolution No. 22-81 authorizing issuance of a 1-4 Day Temporary On- Sale <br />Liquor License, a Run permit and a Special Event Permit during the 2nd Annual Chain of <br />Lakes Rotary Blue Heron Days Festival with conditions. <br />
