CITY COUNCIL <br />AGENDA ITEM 4A <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br />MEETING DATE: August 8, 2022 <br />TOPIC: Sale of Decommissioned Fire Apparatus (A11) <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The Lino Lakes Public Safety Department is requesting Council authorization to sell a 2002 <br />Freightliner Toyne (VIN 1FV6TMDB9YHG80053) to the Armory Shell Towing and Auto <br />Body for $10,000.00. <br />BACKGROUND <br />During the Council Work Session on May 2, 2022, staff informed members of the City Council <br />that All (Vehicle # 611) had failed the annual inspection and was taken out of service as <br />required by OSHA and NFPA requirements. Council directed staff to liquated Al and <br />research options to replace A11. <br />Staff had all of Lino Lakes graphics and equipment removed from the apparatus to prepare it to <br />be sold. <br />Staff received two offers to purchase Al I from members of the public (offer for $8,000 and <br />$10,000). <br />To ensure that the sale of this property is handled in a consistent manner with the sale of other <br />City property, staff placed Al on State of Minnesota online auction with a $10,000 reserve <br />twice (first attempt 6.23.2022 to 6.23.2022; second attempt 6.29.2022 to 7.8.2022) but the <br />reserve was not met during either auctions. Staff contacted Armory Shell Towing regarding <br />their $10,000 offer and the business initially lowered their offer to $7,500 but staff informed <br />the business that staff would not move this forward at that dollar amount. Armory Shell <br />Towing then increased their offer to the original offer amount of $10,000. <br />RECOMMENDATION <br />Staff recommends the Council approve the sale of the 2002 Freightliner Toyne (VIN <br />1FV6TMDB9YHG80053) for $10,000.00 and deposit the proceeds from the sale of this fire <br />apparatus into the Capital Replacement Fund. <br />ATTACHMENTS <br />Armory Shell Towing email dated 6.3.2022 <br />Photo of Vehicle 611 (A11) <br />
