CITY OF LINO LAKES <br /> RESOLUTION NO. 22-81 <br /> APPROVING APPLICATION FOR A TEMPORARY ON-SALE LIQUOR LICENSE, <br /> 5K RUN PERMIT AND A SPECIAL EVENT FOR THE 2°d ANNUAL CHAIN OF <br /> LAKES ROTARY BLUE HERON DAYS COMMUNITY FESTIVAL <br /> WHEREAS, Kevin Fitzpartrick of the Chain of Lakes Rotary has made application for a <br /> Temporary On-Sale Liquor License, a Run permit and a Special Event Permit for Sunday, <br /> August 22, 2021; and <br /> WHEREAS, the Lino Lakes Public Safety Department has the following conditions: <br /> (1) The applicant has plans for parking vehicles including size and location of lots, <br /> points of access; and proof of permission for use of property upon which the special <br /> event is to be held or upon which parking may occur, and in the case of County <br /> right-of-way,proper documentation from the County approving the plans. <br /> (2) Applicant will provide security on premise ensuring there is no violations of laws <br /> and ordinances or disruptive behavior. <br /> (3) Applicant will provide all staff and/or volunteers working this event with training <br /> that focuses on prevention of over service of alcohol and other means to safely serve <br /> customers. <br /> (4) Plans are submitted for sound control and sound amplification, if any, including <br /> number, location, and power of amplifiers and speakers; all reasonably necessary <br /> precautions shall be taken by the applicant to insure that the sound of the assembly <br /> will not carry unreasonably beyond the enclosed boundaries of the location of the <br /> assembly. <br /> (5) Plans are submitted to meet the requirements of the State Fire Code,including but <br /> not limited to the following: <br /> i. Minimum of three 2AIOBC fire extinguishers need to be on location in the <br /> tent area; <br /> ii. "No Smoking" signs need to be displayed throughout the area. <br /> iii. No pyrotechnics are allowed. <br /> iv. No parking within 20 feet of the tent. Measured from stakes. <br /> v. Clearance to property line needed to 20 feet. Measured from stakes; <br /> vi. Certificate of flame retardant for all panels of tent. <br /> (6) Telephone service shall be in place sufficient to connect to emergency services. <br /> (7) Event will end as articulated in the application. <br /> (8) Applicant is responsible for the placement and removal of all event signage to <br /> include road closure signage and adjacent property notification. <br /> WHEREAS, the City Council must authorize the sale of alcohol in a City Park by resolution per <br /> City Ordinance 301.05 in order for the Temporary On-Sale Liquor proposed special event to take <br /> place; and <br /> WHEREAS, the City Council may approve the use of city equipment relating to the proposed <br /> event.
