MEETING DATE <br />TOPIC: <br />VOTE REQUIRED <br />INTRODUCTION <br />CITY COUNCIL <br />AGENDA ITEM 5A <br />Michael Grochala, Community Development Director <br />August 22, 2022 <br />Consider Resolution 22-91, Authorize the Preparation of Plans <br />and Specs, Water Treatment Plant No. 1 <br />315 <br />Staff is requesting Council authorization to prepare plans and specifications for the construction <br />of a Water Treatment Plant No. 1. <br />BACKGROUND <br />In 2019, the Minnesota Department of Health tested the City's manganese levels in each of the <br />City's wells as part of the EPA Unregulated Contaminant Monitoring Rule 4 (UCMR4). The <br />water quality testing data from MDH indicated that five of the City's six wells exceed the <br />maximum recommended manganese level for infants, and three of the wells exceeds the <br />maximum recommend level for adults and children. <br />Since that time the City has completed a Water Treatment Plant feasibility study and a Pilot <br />Study to address treatment options and identify a preferred plant design. The studies <br />recommended the construction of a conventional gravity filtration system using biological <br />filtration with an initial treatment capacity of 6,000 gallons per minute (gpm) is recommended. <br />As discussed at the August 1, 2022 City Council Work Session, WSB and Associates have <br />submitted a proposal for Design, Bidding and Construction for the amount of $1,447,730 (6.89% <br />of preliminary estimated construction cost) as follows: <br />Design: $696,940 <br />Bidding: $19,021 <br />Construction Admin, Const. Observation and Plant Startup: $731,769 <br />Total 1.447.730 <br />The design fee includes engineering, architectural, mechanical and electric design on the plant <br />and treatment system as well as design of new raw water mains to connect wells, 1, 3, 5, 6 to the <br />site. Staff is proposing authorization to complete plans and specifications at this time. The <br />bidding, construction admin and plant startup components came be authorized at a future date, <br />should the City move forward with construction. <br />
