Performance <br />Quality Management Plan <br />WSB's project delivery process ensures that the project <br />will be delivered in a timely and cost-effective manner. <br />The organization of tasks will help communicate how <br />critical aspects of the project will be approached. <br />Throughout this study, city staff involvement will be <br />critical. This project will lead to the construction of <br />major water utility improvements that will affect water <br />costs and service to utility customers. <br />COMMUNICATION <br />Communication is critical to develop a well- coordinated <br />and cost-effective project. WSB will communicate <br />and solicit input from the city staff throughout the <br />development of this project. Effective communication <br />will be essential to obtain valuable input from the city <br />and provide a successful final design of the Water <br />Treatment Facility. <br />EFFECTIVE PROJECT MANAGEMENT <br />WSB has successfully implemented Project Controls <br />to manage the project scope, budget, and schedule <br />through all phases of the project. WSB's Project Controls <br />Group works with the Project Manager at project <br />inception to map out a customized and transparent <br />picture of quality, schedule, budget, scope and contract <br />compliance. Through this process of continual project <br />analysis and management, our clients have the ability to <br />track the progress of the project in a systematic way. <br />A variety of project controls measures are essential <br />to successfully develop and implement projects. Our <br />practices include proven approaches and can be <br />scalable to the project being managed. The WSB Project <br />Controls team will partner with the Project Manager to <br />provide the appropriate level of oversight and make <br />certain that the project meets the goals established by <br />the client. <br />PROJECT CONTROLS <br />Our Project Controls include the following: <br />COST FORECASTING <br />Using proven estimating techniques to manage changes <br />as they occur and identify and implement mitigation <br />strategies to maintain control of the budget. <br />BUDGET AND SCOPE MANAGEMENT <br />This is a systematic approach that manages budgets and <br />scope to maintain control of the overall budget. <br />SCHEDULE MANAGEMENT <br />Utilizing technology and the maintenance of schedules <br />allows for effective use of scenario analysis and trade-off <br />assessments which identify alternative solutions. <br />CHANGE MANAGEMENT <br />Resolving issues in a timely manner as they arise is critical <br />to effectively managing change. <br />CONSTRUCTIBILITY REVIEWS <br />This is a systematic approach that evaluates the design <br />to identify enhancement opportunities, gaps, staging, and <br />alternative solutions. <br />QUALITY MANAGEMENT <br />This unique plan will meet the expectations of the client. <br />CONTRACTOR -STYLE ESTIMATING <br />This includes pricing design alternatives, reducing <br />construction costs, verifying schedules, and validating the <br />engineer's estimate. <br />INDEPENDENT TECHNICAL REVIEWS <br />Technical reviews verify the integrity of design outside of <br />the design team. <br />ORACLE PRIMAVERA P6 <br />WSB'S Project Manager uses Oracle Primavera P6, one <br />of the most useful and effective project management <br />software tools available. It is designed to plan and manage <br />complex projects like this one. This software provides all <br />necessary tools and features to manage the project's entire <br />life cycle.
