City of Lino Lakes
General Fund Budget to Actual (Unaudited)
For the Quarter Ended June 30, 2022
(2) Police State Aid is received in October and the first half of the solid waste grant has not been received from Anoka County.
(3) Favorable variance within Police Other Revenues due to the collection of School Resource Officer and Eagle Brook Church
reimbursements, combined with development activity charges over budget within Land Use Administration and Engineering/Planning
fees.
(4) Unfavorable variance driven by trial court fines received from Anoka County.
(5) Due to rising interest rates unrealized losses on investments are greater than interest earnings.
(6) Budgeted transfers are recorded in full each January.
(7) Variance due to Economic Development Intern vacancy and lodging tax remittance. May & June lodging tax was passed through in
Quarter 3 (timing difference) while lodging revenues are typically higher in the summer/fall.
(8) Variance primarily due to zoning ordinance updates. The expense is incurred in the 2040 Comp Plan Update Fund; the General Fund
dollars are transferred in Quarter 4.
(9) May & June engineering services were paid in Quarter 3 (timing difference).
(10) Variance due to new Maintenance Worker position vacancy and reallocation of Public Services Administrative Assistant;
remaining budget is mostly seasonal and will be utilized throughout the summer and fall (park irrigation, park & trail
maintenance, etc.)
(11) Emerald ash borer grant reimbursable tree removal costs incurred before the grant has been received. Outside of the grant, more
diseased trees removed than anticipated.
(12) Budgeted transfers are recorded in full each January slightly offset by a favorable contingency variance. Contingency does not get
any expenditures coded to it, instead that budget is allocated to other line items with budget amendments as needed.
