Funding for the design will come from the City's Trunk Unit and Area Fund. Staff has <br /> submitted application to be included on the State's Public Facility Authority(PFA) Intended Use <br /> Plan that provides low interest loans for eligible public infrastructure projects. Additionally, the <br /> City may be eligible for grant funding in the $1 to $2 million dollar range from PFA <br /> administered federal funding for emerging contaminants (manganese). Staff will continue to <br /> pursue all options including seeking state bonding funds in next year's legislative session. <br /> The project schedule: <br /> Authorize Preparation of Plans and Specifications August 22,2022 <br /> Order Improvement, Approve Plans and Specs,Authorize Ad for Bids March, 2023 <br /> City Opens Bids April, 2023 <br /> City Council Awards Contract May,2023 <br /> Construction Begins June 2023 <br /> Final Completion October,2024 <br /> White Bear Lake Implications <br /> As noted at the August 1,2022 work session there has been discussion of municipalities shifting <br /> from ground water to surface water use for domestic water supply. <br /> Staff has had recent discussions with North Oaks Development Co. regarding possible extension of <br /> Saint Paul Regional Water Services(SPRWS)to serve North Oaks and Lino Lakes. SPRWS draws <br /> most of their water from the Mississippi River and provides treated water to several metro <br /> communities. A 2014 study,prepared by Metropolitan Council, examined the potential extension <br /> of SPRWS to serve north metro communities. The 2014 estimate was approximately$600 million. <br /> While a smaller service area could substantially reduce costs, surface water treatment plants can be <br /> 2 to 3 times as expensive as a traditional ground water treatment plant. <br /> While conversations are ongoing there are no plans,funding or timeline for development of a <br /> regional system. The lack of any certainty regarding a project of this scope and complexity makes it <br /> difficult to rely on it as an alternative to addressing our existing water treatment needs. However, <br /> staff is proposing,with assistance from WSB,to incorporate further discussions with SPRWS as an <br /> initial component of our design process. Any potential findings would be brought back to the <br /> council for discussion. <br /> RECOMMENDATION <br /> Staff is recommending approval of Resolution No. 22-91,Authorizing the Preparation of Plans <br /> and Specifications, Water Treatment Plant No. 1. <br /> ATTACHMENTS <br /> l.
