As note above, a Parking Deferment Agreement is required for New Horizon Academy to allow <br />for the reduction in the number of paved parking stalls. <br />Comprehensive Plan <br />Resource Management System <br />The Resource Management System Plan goal of preserving surface water quality is supported <br />by the construction of stormwater management BMP's such as curb, gutter, and stormwater <br />pond. <br />Land Use Plan <br />The Comprehensive Plan guides this property for commercial use. The proposed commercial <br />day care facility and commercial building is consistent with commercial land use. <br />Housing Plan <br />The goals and policies of Housing Plan are not negatively impacted by the commercial day care <br />facility. <br />Transportation Plan <br />Goals of the Transportation Plan are to ensure that street and roads are as safe as possible and <br />to reduce unnecessary traffic. CSAH 14 (Main Street) is an A Minor Arterial Connector road <br />and has capacity to handle the traffic volume of the commercial development. <br />Sanitary Sewer and Water Supply Plan <br />The commercial day care facility will be municipally served by a 27" sanitary sewer main and a <br />12" watermain located along Rosemary Way. <br />The subject site is located in Utility Staging Area IA (2018-2025) and Sanitary District 5 (Sub - <br />District 5A). Sanitary flows from this district are conveyed to the southeast, discharging into <br />the MCES Lino Lakes Relief Interceptor located at the intersection of CSAH 14 and 24tn <br />Avenue. <br />The sanitary sewer and water supply systems have capacity for the proposed development. <br />Findings of Fact <br />Council Resolution No. 22-97 details the findings of fact for the Belland Farms Second <br />Addition preliminary plat.
