WS — Item 9 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 9 <br />Date: September 6, 2022 <br />To: City Council <br />From: Michael Grochala, Community Development Director <br />Re: Appraisal Requests <br />Background <br />Winter Wetland Bank <br />Staff has been working with WSB and Associates to evaluate the potential establishment <br />of a new wetland bank, east of 35E on a 135 acre property owned by Les and Deidra <br />Winter. A large part of the property is identified as a potential greenway in the City's <br />2040 Comprehensive Plan. Preliminary investigation of the property and evaluation with <br />the Minnesota Board of Water and Soil Resources (BWSR), Rice Creek Watershed <br />District (RCWD) and the Army Corp of Engineers has indicated a high suitability for <br />reestablishment and restoration which would generate wetland credits. The property also <br />includes potential for floodplain mitigation and additional stormwater holding capacity. <br />It is also likely that the future Otter Lake Road extension would cross the southeastern <br />corner of the property. <br />An appraisal for the property will be used in developing a project pro forma and <br />determining a potential purchase price for the property. Funding will be from the City's <br />Surface Water Management Fund. <br />Water Treatment Plant No. 1 <br />The City Council authorized the preparation of plans and specifications for the <br />construction of the Water Treatment Facility. The feasibility study identified the need <br />for a minimum of 4 acres for the plant. Three sites along the Birch Street corridor where <br />evaluated with the preferred site located at the SW corner of 12th Avenue and Birch <br />Street. Staff is working with WSB to determine final site needs. <br />Concurrently with design staff would like to begin title and appraisal work to develop a <br />potential offer for site acquisition. Funding will be from the City's Trunk Utility Unit <br />and Area Fund. <br />Staff is estimating $7,500 for each appraisal including title investigation. <br />Requested Council Direction <br />Staff is requesting City Council direction to proceed with the appraisal work. <br />
