STAFF ORIGINATOR <br />MEETING DATE <br />TOPIC: <br />VOTE REQUIRED <br />INTRODUCTION <br />CITY COUNCIL <br />AGENDA ITEM 6F <br />Michael Grochala, Community Development Director <br />September 12, 2022 <br />Consider Resolution No. 22-106, Professional Services <br />Agreement, Gateway Design Plan <br />3/5 <br />Staff is requesting City Council authorization to enter into a professional services agreement <br />with WSB and Associates for a Gateway Design Plan. <br />BACKGROUND <br />In May of 2022 the City Council discussed the Planning & Zoning Boards' recommendation to <br />prepare master plans for gateway areas of the City. The City Council supported the <br />development of signage and streetscape design guidelines for the gateway areas included in the <br />comprehensive plan. <br />These areas include: <br />• Lake Drive and 35W <br />• Sunset Avenue and Main Street — Key western gateway into city — Robinson Farms <br />being considered for development. County planning intersection improvements for <br />2024. <br />• Lake Drive and Main Street — principal crossroad in City — NW corner being considered <br />for redevelopment. <br />• Main Street and 35E — Developing commercial center — NE Master Plan underway. <br />• County Road J and 35E — Southeastern Gateway to City — Planning underway for <br />reconstruction of bridge and CRJ corridor from Centerville Road to Otter Lake Road. <br />Possible 2026 project. <br />• County Road J and Hodgson Road — Southern Gateway — Lyngblomsten redevelopment <br />in northwest corner — Design for reconstruction of CRJ and Hodgson in progress. <br />Construction planned for 2023 or 2024. <br />Given the timing of improvements of the Hodgson and CR J intersection staff has requested a <br />proposal from WSB that includes both the development of design guidelines for the 6 areas <br />above and final plans for the Roundabout and Streetscape of this intersection. <br />WSB is proposing to hold a design charrette with Planning & Zoning Board and City Council, <br />to develop a shared vision for the gateways. They will prepare two alternative schematics <br />design approaches for each gateway area. Deliverables will include a Gateway Design <br />
