CITY COUNCIL WORK SESSION <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE :August 22, 2022 <br />5 TIME STARTED 6:00 p.m. <br />6 TIME ENDED 69.25 p.m. <br />7 MEMBERS PRESENT Councilmember Lyden, Ruhland, <br />8 and Mayor Rafferty <br />9 MEMBERS ABSENT Councilmember Stoesz and Cavegn <br />10 Staff members present: City Administrator Sarah Cotton; Director of Finance Hannah <br />11 Lynch; Public Services Director Rick DeGardner; City Engineer Representative Kelsey <br />12 Gelhar; Duman Resources and Communications Manager Meg Sawyer; Public Safety <br />13 Deputy Director Kyle Leibel; City Engineer Diane PIankee; City Clerk Julie Bartell <br />14 1. Review Regular Agenda <br />15 <br />16 - 2"a Quarter 2022 Financial Report —Mayor Rafferty asked for a review and Ms. Lynch <br />17 noted some negative balances and gave explanations. <br />18 <br />19 -Part Time Rookery Staff — Ms. Sawyer noted the three positions requested for hiring and <br />20 also that there will be a hiring fair soon to cover openings left by students returning to <br />21 class. <br />22 <br />23 -Item 3A — Ms. Sawyer noted the hiring recommendation and qualifications of the <br />24 recommended individual. This position will be stationed at City Hall. <br />25 <br />26 -Item 4A —Moratorium on THC Products —Mayor Rafferty noted. that recent discussion <br />27 has led to consideration of a 120 day moratorium rather than a year. Deputy Director <br />28 Leibel remarked that staff feels that proper review for regulation of this subject is an <br />29 important task in consideration of businesses and residents. Deputy Leibel showed <br />30 photos taken earlier in the day at stores in the City indicating products that are currently <br />31 being sold. <br />32 <br />33 Admtrator Cotton noted that her interpretation of the ordinance before the council is <br />34 that establishments that are currently selling a legal product containing TI-IC could <br />35 continue but only at the same rate. Anything illegal would of course have to be halted. <br />36 The city attorney will be asked to interpret. <br />37 <br />38 Item SA —Director DeGardner noted that the council discussed moving forward on this <br />39 item at the last work session. <br />40 <br />41 Item 6B —Ryan Site Development Prep (Rehbein) —Kelsey Gelhar, WSB, noted the <br />42 action requested as well as one requested change to remove Ryan Companies from the <br />43 site performance agreement. <br />
