2. Circle Pines has traffic concerns in regards to the right in/right out so close the <br />intersection of Hodgson, North and Lake Drive. <br />Anoka County Highway Department reviewed and approved the right in/right out access. The <br />County and City of Lino Lakes would certainly be open to discussing the opportunity to use the <br />Frontage Road area platted in Pine Hollow as an access to the site. <br />3. Circle Pines is concerned with lighting and noise impacts. <br />All lighting and noise performance standards are met as noted in this staff report. <br />4. Circle Pines is concerned about pedestrian safety along Lake Drive as well as the <br />potential for trespassing on the private property in Pine Hollow. <br />Lino Lakes staff would certainly support the City of Circle Pines in constructing a trail along <br />Lake Drive within their municipal jurisdiction to provide a safe pedestrian corridor. Staff <br />would also support the Pine Hollow HOA and residents in extending their existing privacy <br />fence along the lot line on their property if trespassing is a concern. <br />Public Safety Comments <br />The Fire Division notes an additional hydrant shall be located along the curb near the car wash <br />entrance on the northside of the entrance from Lake Drive. <br />The Police Division had no issues that needed to be addressed. <br />Environmental Board <br />The Environmental Board recommended approval of the development proposal at their July 27, <br />2022 meeting. They emphasized the need for tree preservation and protection, stormwater <br />management and wetland protection. <br />Planning and Zoning Board <br />The Planning & Zoning Board held a public hearing on August 10, 2022. Some residents <br />expressed concerns regarding: <br />• Traffic impacts <br />• Noise impacts <br />• Light pollution <br />• Too many motor fuel stations <br />• Existing tree preservation <br />• Carwash operating hours <br />At the Board's recommendation, carwash operating hours from, 7:00 a.m. - 9:00 p.m., were <br />added to the conditional use permit. The Board recommended approval with a 5-0 vote with <br />conditions detailed in Resolution No. 22-94 and Resolution No. 22-95. <br />13 <br />
