Review Regular Agenda <br />15 <br />16 Consent Agenda — was reviewed and comments made on the following items: <br />17 <br />18 - I — Donation from Rotary Club; Mayor will offer thanks at council meeting. These <br />19 funds will be well used in replacing trees; <br />20 <br />21 - lH — Community Development Director Grochala explained the process used to assess <br />22 for clean-up costs when ordered by the City. He noted that this year, the City is charging <br />23 more for repeat offenders. <br />24 <br />25 Item 3A — Drug and Alcohol Testing Policy — Staff explained how the policy has been <br />26 put together. Administrator Cotton explained that testing for non -DOT employees is <br />27 generally planned to be engaged when circumstances call for it. <br />28 <br />29 Item 4A — Purchase of Fire Apparatus — Mayor Rafferty noted the staff report; this <br />30 relates to the need to have equipment in areas of the City that do not have a water utility. <br />31 A resolution is included that provides for an interfund loan. <br />32 <br />33 Item 5A — 2022 Trail Fog Seal Project — City Engineer Hankee explained the fog seal <br />34 process which was last done around 2018. A map of impacted areas will be shown at the <br />35 council meeting. Councilmember Stoesz asked if root cutting is still necessary adjacent <br />36 to trails and Ms. Hankee said that is included in trail maintenance. <br />37 <br />38 Item 6A, Item 6B and Item 6C — City Planner Larsen remarked that she will be <br />39 presenting abbreviated information (that the council has already seen) on all these items. <br />40 <br />41 Item 6E — JPA for Reconstruction of CSAH 49 and 32 — Community Development <br />42 Director Grochala explained how the project is planned and the portion that will be paid <br />43 by Lyngblomsten. Councilmember Cavegn asked about the trail alignment and Mr. <br />1 <br />
