CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : September 26,2022 <br /> 5 TIME STARTED : 6:00 p.m. <br /> 6 TIME ENDED : 6:25 p.m. <br /> 7 MEMBERS PRESENT : Councilmember Stoesz,Lyden,Ruhland, <br /> 8 Cavegn and Mayor Rafferty <br /> 9 MEMBERS ABSENT <br /> 10 Staff members present: City Administrator Sarah Cotton;Finance Director Hannah <br /> 11 Lynch; City Planner Katie Larsen; Human Resources and Communications Manager Meg <br /> 12 Sawyer; Director of Public Safety John Swenson; Public Safety Captain William Owens; <br /> 13 City Engineer Diane Hankee; City Clerk Julie Bartell <br /> 14 1. Review Regular Agenda <br /> 15 Item 2A, 2B and 2C—Budget Resolutions—Finance Director Lynch reviewed <br /> 16 resolutions: a) adopting the preliminary budget(can be reduced but not increased prior to <br /> 17 final adoption in December); b) Setting the public hearing for adoption of the final <br /> 18 budget; c)canceling a debt levy that is not needed. <br /> 19 <br /> 20 A budget book was given to the Council Members with a note that it will be needed for <br /> 21 next week's work session but not the preliminary budget adoption. <br /> 22 <br /> 23 Item 4A—Public Safety TZD Grant—Captain Owens noted the purpose of the grant <br /> 24 and the work required of the public safety department and the finance staff. Mayor <br /> 25 Rafferty remarked that administration of the grant is a duty that is passed through <br /> 26 benefiting cities on a three-year cycle. <br /> 27 <br /> 28 Item 4B—Bicycle Donation—Public Safety Director Swenson explained the process <br /> 29 followed by the department prior to this recommendation to dispose of unneeded <br /> 30 bicycles. Donation to Bikes for Kids is recommended. <br /> 31 Item 6A—Kwik Trip—City Planner Larsen noted the council's previous discussion and <br /> 32 postponement of this item. She will be giving a quick overview of the project. <br /> 33 <br /> 34 Councilmember Lyden remarked that there are a number of things he'd like to discuss <br /> 35 with the council on this project. Mayor Rafferty replied that the council work session is <br /> 36 the most appropriate venue for a longer discussion. <br /> 37 <br /> 38 Councilmember Lyden offered remarks regarding: <br /> 39 - Council Code of Conduct—council should look through a lens of what's best for <br /> 40 the people of the City; <br /> 41 - Community Need—this has not been identified; <br /> 42 - Need for Gas Station - many already in Lino Lakes; <br /> 1 <br />
