COUNCIL MINUTES <br /> APPROVED <br /> 118 - Site Plan—including details; <br /> 119 - Architectural Details; <br /> 120 - Planning and Zoning recommendation for approval (with two additions); <br /> 121 - Findings of Fact and Actions Requested of Council. <br /> 122 Councilmember Stoesz asked if there is a pull forward area for the drive through and Ms. Larsen <br /> 123 noted ample parking to provide for that. <br /> 124 Councilmember Lyden said he'd like to see a better way to exit by car. He's happy to see the <br /> 125 garbage moved. Staff will review the parking and flow again. <br /> 126 Councilmember Ruhland said he disagrees on the suggestion for a right out; he feels it could be <br /> 127 unsafe entering onto a busy road. <br /> 128 Councilmember Ruhland moved to approve the first reading of Ordinance No. 04-22. <br /> 129 Councilmember Lyden seconded the motion. Motion was adopted upon a voice vote. <br /> 130 Councilmember Ruhland moved to approve Resolution No. 22-115 and Resolution No. 22-116 as <br /> 131 presented. Councilmember Cavegn seconded the motion. Motion carried on a voice vote. <br /> 132 6D) Consider Resolution No. 22-122,Approving 2023 Anoka County Residential Recycling <br /> 133 Program Agreement—Environmental Coordinator Nelson reviewed his written report outlining the <br /> 134 availability of recycling funding through Anoka County,the activities that the funding can support for <br /> 135 the City and the staff recommendation to enter an agreement to receive the funds. <br /> 136 Councilmember Cavegn moved to approve Resolution No. 22-122 as presented. Councilmember <br /> 137 Ruhland seconded the motion. Motion carried on a voice vote. <br /> 138 6E) Consider Resolution No. 22-123,Approving Anoka County Agreement for Organics <br /> 139 Enclosure—Environmental Coordinator Nelson reviewed the staff request that the City enter an <br /> 140 agreement to receive funds from Anoka County to construct an enclosure at Sunrise Park for organics <br /> 141 recycling. The organic recycling program is growing and this will accommodate growth. <br /> 142 Councilmember Cavegn moved to approve Resolution No. 22-123 as presented. Councilmember <br /> 143 Ruhland seconded the motion. Motion carried on a voice vote. <br /> 144 6F) Public Hearing, Consider Resolution No. 22-127,Approving Amended and Restated <br /> 145 Street Reconstruction Plan—Community Development Director Grochala noted that staff is <br /> 146 requesting an amendment to add a street reconstruction project in 2023. Due to cost underruns and <br /> 147 remaining contingency and since the funds are restricted for street use, staff is making the <br /> 148 recommendation to add Pheasant Run to the plan. This street is in poor condition and has older <br /> 149 sewer and water and fits into the budget. <br /> 150 The public hearing was opened. There being no one present wishing to speak,the public hearing <br /> 151 was closed. <br /> 152 Councilmember Lyden moved to approve Resolution No. 22-127 as presented. Councilmember <br /> 153 Ruhland seconded the motion. Motion carried on a voice vote. <br /> 154 6G) 2022 I35E Pipe Crossing Project: i.
