CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : November 14,2022 <br /> 5 TIME STARTED : 6:00 p.m. <br /> 6 TIME ENDED : 6:15 p.m. <br /> 7 MEMBERS PRESENT : Councilmember Stoesz,Ruhland, <br /> 8 Cavegn and Mayor Rafferty <br /> 9 MEMBERS ABSENT : Councilmember Lyden <br /> 10 Staff members present: City Administrator Sarah Cotton; Finance Director Hannah <br /> 11 Lynch; Community Development Director Michael Grochala; Director of Public Safety <br /> 12 John Swenson; City Engineer Diane Hankee, City Clerk Julie Bartell <br /> 13 <br /> 14 1. Review Regular Agenda of November 14,2022— <br /> 15 <br /> 16 Item 1G-Third Quarter Financial Report—Finance Director Lynch reviewed key areas. <br /> 17 <br /> 18 Item II—The Rookery Hiring of Part Time Staff—Administrator Cotton noted that part <br /> 19 time hiring will probably continue indefinitely based on the nature of the positions (i.e. <br /> 20 students returning to school). <br /> 21 <br /> 22 Item 1J—Open Manager Position on Rice Creek Watershed District—Mayor <br /> 23 Rafferty asked about the status of Mr. Robinson's application. Staff anticipates <br /> 24 submitting his name which will be considered with names from other cities. <br /> 25 <br /> 26 Item 2A—2023 Fee Schedule—Finance Director Lynch remarked that changes are noted <br /> 27 in the ordinance;there are not too many. She noted that water and sewer rate increases <br /> 28 are included based on the fee study. <br /> 29 <br /> 30 Item 6A—Zoning Text Ordinance and Map Amendment—Community Development <br /> 31 Director Grochala noted that consultant staff will be present at the council meeting to <br /> 32 review the amendments. <br /> 33 <br /> 34 Item 6B—Pheasant Run Reconstruction Project—City Engineer Hankee reviewed <br /> 35 work plans. <br /> 36 <br /> 37 EDA Meeting—Community Development Director Grochala explained the process to <br /> 38 bring forward an amendment. <br /> 39 <br /> 40 These minutes were considered and approved at the regular meeting held on November 28, 2022. <br /> 41 <br /> 42 <br /> 44 e Bartell, City Jerk ob Rafferty,Mayor <br /> 1 <br /> 1 <br />
