COUNCIL MINUTES <br />DRAFT <br />79 PUBLIC SERVICES DEPARTMENT REPORT <br />80 5A) Consider Resolution No. 22-139, Approving Payment No. 3 and Final, 2022 Parking Lot <br />81 Improvement Project — City Engineer Hankee reviewed her written staff report outling the request to <br />82 approve a final payment for the noted project. Funds were withheld to ensure completion of the work <br />83 and are available for payment. <br />84 Councilmember Lyden moved to approve Resolution No. 22-36 as presented. Councilmember Stoesz <br />85 seconded the motion. Motion carried on a voice vote. <br />86 COMMUNITY DEVELOPMENT REPORT <br />87 6A) Zoning Ordinance Text and Map Amendment: i. Consider 2nd Reading of Ordinance <br />88 No. 08-22, Zoning Ordinance Text and Map Amendment; ii. Consider Resolution No. 22-140, <br />89 Authorizing Summary Publication — City Planner Larsen noted that staff is requesting 2nd Reading <br />90 and final adoption of this ordinance. It comes after several years of work and review, after adoption of <br />91 the Comprehensive Plan update, to bring the Zoning Ordinance forward with appropriate changes. <br />92 The ordinance will become effective 30 days after publication, if it is approved. <br />93 Councilmember Lyden said he has some concern about density. People move to Lino Lakes for open <br />94 space and larger lots. He is afraid that this zoning ordinance doesn't do enough to preserve the <br />95 opportunity for larger lots (such as with a 2.5 minimum). Mayor Rafferty remarked that he sees the <br />96 value in that comment but it really has more to do with land planning rather than land use (which <br />97 would relate to this ordinance). <br />98 Councilmember Cavegn moved to waive the full reading of the Ordinance as presented. <br />99 Councilmember Stoesz seconded the motion. Motion carried on a voice <br />too Councilmember Cavegn moved to approve the 2nd Reading and adoption of Ordinance No. 08-22 as <br />101 presented. Councilmember Stoesz seconded the motion. Motion carried: Yeas, 4 Nays, 1 (Lyden) <br />102 Councilmember Cavegn moved to approve Resolution No. 22-140 as presented. Councilmember <br />103 Stoesz seconded the motion. Motion carried on a voice vote. <br />104 6B) Consider Resolution No. 22-142, Authorizing Preparation of Plans and Specifications, <br />105 2023 Lake Drive Trunk Water Main Improvements — City Engineer Hankee reviewed her <br />106 written staff report that outlines staff s recommendation to authorize moving forward with plans and <br />107 specifications on the noted project. She showed a map indicating the location of the project, noted <br />108 the funding source and estimated cost. The elements that would be included in the project and the <br />109 proposed schedule were also noted. <br />110 Councilmember Stoesz asked how much would it cost to add a trail? City Engineer Hankee <br />111 remarked that $100,000 was the cost of the last trail project she recalls. There would probably be storm <br />112 water, easement, and land use implications with costs involved also. <br />113 Councilmember Lyden moved to approve Resolution No. 22-142 as presented. Councilmember <br />114 Ruhland seconded the motion.
