The open water areas can provide fly <br />over habitat for migratory and local waterfowl and the native vegetation can provide <br />additional wildlife habitat that currently does not exist. Thus, there is not expected to be <br />a significant impact to wildlife species with this development. The City will require <br />protective buffers adjacent to all water features. <br />• A Traffic Impact Study located in Appendix F of the report extensively modeled the <br />impact of the proposed development on the surrounding roadways. and found that the <br />proposed development is expected to have limited impact on the study area traffic <br />operations with no significant side-street delay or queuing issues. Traffic impacts will be <br />further analyzed during the City rezoning and preliminary plat review process. Any <br />traffic mitigation identified in the review will be implemented with project construction. <br />This will include both vehicular and pedestrian improvements. <br />4.2.8 Carl Street Residents – September 12, 2022 <br />Comment 1. During the morning traffic rush there may be over 1,000 vehicles using the Carl <br />Street and 4th Avenue intersection, per the EAW projections. Did the traffic study take into <br />consideration the potential intersection density at 4th Avenue and Carl Street? <br />Response: <br />• Under forecast Year 2040 build conditions, daily traffic volumes along Carl Street are <br />projected as follows (See Figures 11-14 in the Traffic Study in Appendix F of the EAW): <br />• Approximately 180 daily vehicles with no proposed development connection to Carl <br />Street <br />• Approximately 1,480 daily vehicles with a proposed development connection to Carl <br />Street under the PUD Concept Plan <br />o Peak hour traffic volumes along Carl Street are expected to be significantly lower <br />than this anticipated daily traffic volume <br />• Approximately 1,780 daily vehicles with a proposed development connection to Carl <br />Street under the Yield Plan <br />o Peak hour traffic volumes along Carl Street are expected to be significantly lower <br />than this anticipated daily traffic volume (see example below) <br />Peak Hour Example: Under forecast Year 2040 build conditions, the Yield Plan peak hour <br />traffic volumes along Carl Street are projected as follows (See Figure 14 in the Traffic <br />Study in Appendix F of the EAW): <br />• Slightly more than 150 vehicles are projected along Carl Street during the AM peak hour <br />• Slightly more than 180 vehicles are projected along Carl Street during the PM peak hour <br />Yes, the Traffic Impact Study in Appendix F accounts for projected traffic density with <br />respect to intersection capacity.
