<br />18 <br /> <br />4.2.9 Ann Rudie – September 12, 2022 <br />Comment. Ann lives in the Century Farm neighborhood and has concerns about the safety of <br />young children in the neighborhood with Robinson becoming a thru street to the new <br />development. She states that she is opposed to the project because of the traffic volume <br />increase here. She has proposed three questions about the development: <br />• What has the city done to study the impact of this increase in traffic? <br />• How will the city address the ongoing water quality problem with a project of this size and <br />will new residents be made aware of the manganese issues? <br />• Is there a demonstrated need for more housing? <br />Response: <br />• As part of the EAW, a Traffic Impact Study was conducted to assess the increase in <br />traffic in the area and is included in Appendix F of the EAW. This study was reviewed <br />and approved by the City of Lino Lakes before it was distributed in the EAW. <br />• The City will continue to work on seeking solutions for the high manganese levels in <br />the drinking water and educating the public through the online “Public Water <br />Advisory” section of the City’s website about any updates to the current water quality <br />situation. The City is currently preparing plans and specifications for construction of a <br />water treatment plant that will resolve the manganese issue. <br />• Property owners have a right to development their property in accordance with the <br />City’s Comprehensive Plan and Ordinances. The City of Lino Lake’s 2040 <br />Comprehensive Plan provides projections for the future land use of the City and has <br />split the site into four planned land uses. These include Low Density Residential for the <br />west and south portions of the project and then a mix of Medium Density Residential, <br />High Density Residential, and Planned Residential/Commercial for the central and <br />northern parts of the project. This is based on the future projected population growth <br />of the City and the City’s goals to provide more mixed use housing. <br />4.2.10 Doug and Cindy Hansen – September 12, 2022 <br /> Comment. The Hansen’s live along Carl Street and have proposed the following concerns about <br />the development. These include: <br />• The Robinson Sod Farm development will add to the already stressed municipal sewer and <br />water systems. They are concerned that a negative water management outcome could <br />occur as a result of rapid development in the City. <br />o The Hansen’s would like assurance from the City of Lino Lakes and Council to have a <br />prudent approach including an aggressive water management plan that can handle <br />this addition. <br />• This resident states they were told by the City Engineer of Lino Lakes that when they <br />purchased their property back in 2013, there was no intention of connecting any future <br />residential developments from the sod farm to Carl Street.
