<br />26 <br /> <br />species survey is necessary for the project, it will be completed prior to construction to <br />ensure no species are impacted. As part of the development protective buffers will be <br />created along waterways and open space will be reestablished with native vegetation <br />and trees, creating addition ecological benefits. <br />10. Historic Resources <br />A search of the Minnesota Archaeological Inventory and Historic Structures Inventory <br />did not identify archaeological sites or historic structures known to exist in the project <br />vicinity. Additionally, the State Historic Preservations Office confirmed no resources <br />present on the site. <br />11. Visual Resources <br />There are no scenic views or vistas on or adjacent to the Project Site. Substantial effects <br />on visual resources are not anticipated in conjunction with the project development. <br />12. Noise <br />Local noise levels are expected to increase temporarily during project construction and <br />will impact the nearest sensitive noise receptors including the single family residential <br />homes that border the site to the south. <br /> <br />Construction noise can be mitigated by restricting construction work to daytime hours. <br />Contractors will be required to minimize noise impacts by maintaining equipment <br />properly, including noise controls as specified by manufactures. The project will adhere <br />to the City of Lino Lake’s noise rules and standards that indicates noise should occur <br />within specified levels depending on land use and time of day. <br /> <br />After construction, noise levels are expected to be at or near existing levels. Noise <br />associated with the project will be related to residential vehicle noise. A combination of <br />berms, landscaping, and fencing will be used to provide noise mitigation for the adjacent <br />residential developments. Similar to construction noise, the residential use of the <br />property will adhere to the City’s noise rules and standards. A noise study will be prepared <br />detailing noise mitigation for the site and submitted with the preliminary plat submittal <br />for the development. <br /> <br />13. Transportation <br />A Traffic Study was completed in 2022 to analyze the PUD Concept Plan and Yield Plan. <br />Generally, the proposed development is expected to have minimal impact on study area <br />traffic operations. Thus, no geometric or traffic control improvements are required from <br />an operations perspective. Traffic impacts will be further analyzed during the City <br />rezoning and preliminary plat review process. Any traffic mitigation identified in the <br />review will be implemented with project construction. This will include both vehicular <br />and pedestrian improvements. <br />
