water runoff from the site will be discharged prior to discharge into any receiving waters. <br />Additionally, the site is subject to floodplain mitigation requirements due to the alteration of <br />the 100 year floodplain. Stormwater regulations, floodplain mitigation on site, and water <br />quality BMPs are expected to minimize cumulative impacts of post -development runoff on <br />receiving waters. <br />C. Extent to Which Environmental Effects are Subject to Mitigation <br />Minnesota Rule 4410.1700, Subp 7 (C) indicates that a third factor the City must consider is the <br />"extent to which environmental effects are subject to mitigation by ongoing public regulatory <br />authority." The City's findings are described in Table 1 below. <br />Environmental effects on water quality, wetlands, and traffic are subject to additional approvals <br />and/or mitigation through requirements of local, state, and federal regulations, ordinances, <br />management plans, and permitting processes. Potential environmental effects associated with <br />this project will be mitigated in accordance with applicable rules and regulations.
