September 14, 2022 <br />Katie Larsen, City Planner <br />City of Lino Lakes <br />600 Town Center Pkwy <br />Lino Lakes, MN 55014-1182 <br />Dear Ms. Larsen, <br />We understand there has been an Environmental Assessment Worksheet (EAW) submitted for the <br />Robinson Sod Farm dated August 23, 2022. We are writing to express major concerns about this <br />environmental proposal from a personal property perspective. Our house located at 314 Carl Street is <br />directly across from the proposed development. In 2003, when the previous owners began building the <br />house, they installed a wood foundation which was approved by the Lino Lakes inspector. With a wood <br />foundation, you must be diligent to keep it dry and since 2003, there have been absolutely no issues <br />with the foundation in terms of moisture. Before we purchased the home in 2020, we hired a structural <br />engineer to go over the foundation with a fine tooth comb. He found NO issues which are documented <br />in our survey results, but he could not stress enough the importance of keeping water away from our <br />foundation. <br />Upon the review of the EAW and our wood foundation, we are bringing forth the following concerns: <br />• We are concerned that the alteration of 100 plus year drainage complexes in the area will <br />negatively impact the established 100 year floodplain. In other words, right now, the sod farm <br />and surrounding drainage ditches can handle the water drainage and runoff, but with this huge <br />development and the potential rise in the water table, will that continue to be true? <br />• We are concerned that our wood foundation home will incur water damage which would be <br />detrimental. We understand this has already happened to homes in Blaine with the new <br />development off of Lexington and 109t". There are also other homes with wood foundations <br />nearby. Along with moisture in the home comes potential health risks associated with black <br />mold. I am currently a cancer patient and I do not need any additional potential health risks in <br />my life. Has the City of Lino Lakes or Alliant Engineering contacted the Corp of Engineers or the <br />appropriate governing body to determine how the established 100 year floodplain will be <br />impacted by massive water redistribution? <br />Please acknowledge that this letter is received in its entirety and entered into the record.
