CITY COUNCIL WORK SESSION <br />DRAFT <br />43 - Pro -Business Responsibility — defined as supporting current businesses in Lino <br />44 Lakes; many gas stations are locally owned; <br />45 - Doesn't feel like the right thing to do — good plan but bad idea; <br />46 - Gas Station as Polluters — vapors, benzene, spilling cause environmental damage; <br />47 - Pollution would be close to Rice Lake; <br />48 - Parcel is prime — showed picture of sunrise over Rice Lake shown. <br />49 <br />50 Mayor Rafferty noted zoning of the property, the job of the Planning and Zoning Board. <br />51 <br />52 Councilmember Ruhland noted that the City owns property across from this proposed <br />53 station site; what are the plans for that? Staff indicated that it isn't developable. <br />54 Councilmember Ruhland asked about gas station pollution and mitigation and City <br />55 Engineer Hankee noted that the PCA has very strict guidelines on gas storage and this <br />56 development is new and would be subject to the highest level of regulation. <br />57 <br />58 <br />59 <br />60 <br />61 <br />62 <br />63 <br />64 <br />65 <br />66 <br />67 <br />68 <br />69 <br />70 <br />71 <br />72 <br />73 <br />74 <br />75 <br />76 <br />77 <br />78 <br />79 <br />80 <br />81 <br />82 <br />83 <br />84 <br />Councilmember Cavegn asked if there is a benefit to adding this facility to the City. <br />Mayor Rafferty remarked that the last gas station opened in the City was Bill's Superette <br />and there's a gas station across the street that has remained open and viable. <br />City Planner Larsen reviewed the process that brings this proposal forward and noted the <br />rights of property owners in the City to develop according to the guidance of the <br />Comprehensive Plan; it's difficult to get to the end game and question the proposed use <br />when all the regulations have been met. <br />Councilmember Lyden noted the recent moratorium on storage facilities as an example of <br />needing to stop and take a look. <br />East Shadow Lake Road — Mayor Rafferty asked the City engineer for an update. <br />Engineer Hankee reviewed and will provide more information at the next work session. <br />2.
