<br />WS – Item #4 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br /> <br />Date: November 7, 2022 <br /> <br />To: City Council <br /> <br />From: Diane Hankee PE, City Engineer <br /> <br />Re: 2022 Pavement Management Report <br /> <br />Background <br /> <br />The City’s Pavement Management Program evaluates the condition of the roadways and provides <br />recommended maintenance. The program involves rating of one-fourth of the City roadway system <br />mileage per year, and using pavement management software to project the condition of the <br />remainder of the roadways. The City’s 2022 Overall Condition Index Map is enclosed. <br /> <br /> OCI Rating Miles of Road Percent of System <br /> <br />Adequate 70.01-100 71 miles (68 miles 2021) 70% (68% in 2021) <br />Marginal 40.01-70 25 miles (24 miles 2021) 23% (22% in 2021) <br />Problem 0-40 9 miles (12 miles 2021) 7% (10% in 2021) <br /> <br />The City’s roadway system weighted average OCI is 75.5. The findings reflect that majority of the <br />roadways in the City are in adequate condition. The high rating is partially supported by new <br />development construction in the recent years helping keep the average. The problem category has <br />been reduced due to thin overlays, these roadways are expected to degrade back to the problem <br />category within 10-15 years. There are approximately 5 miles of roadways have had thin overlays <br />in the last 3 years. The thin overlays allows the City time to fund these roadways in the future. <br /> <br />The pavement ratings along with traffic volumes, maintenance data, and geotechnical information is <br />used for the City’s Roadway Capital Improvement Planning (CIP). The CIP is found on the City’s <br />website under Engineering Resources. <br /> <br />Since 2005 the City has completed 71 miles of preventative maintenance including crack filling, <br />chip sealing and reclamite projects. The City has also performed 39 miles of pavement structure <br />improvements including reconstruction, reclamation, mill and overlay and thin overlays. <br /> <br />Requested Council Direction <br /> <br />Information only. <br /> <br />Attachments <br /> <br />1. 2022 Pavement Management Report
