<br />WS – Item 7 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 7 <br /> <br /> <br />Date: November 7, 2022 <br /> <br />To: City Council <br /> <br />From: Sarah Cotton, City Administrator <br /> <br />Re: Rice Creek Watershed District Appointment <br /> <br /> <br />Background <br /> <br />The Rice Creek Watershed District is governed by a Board of Managers comprised of <br />five members appointed by the commissioners of Anoka, Ramsey and Washington <br />Counties. Of the five members, two are appointed from Anoka County, two are appointed <br />from Ramsey County and one is appointed from Washington County. <br /> <br />The term of each appointment is three years. Managers are eligible to be reappointed. To <br />be eligible for appointment, a nominee must reside within the watershed district <br />boundaries, be eligible to vote in the district, and not be a public officer of the county, <br />state, or federal government (except that a soil and water conservation supervisor can be <br />appointed). <br /> <br />Pursuant to Minnesota Statute §103B.227, Anoka County has published a notice detailing <br />a vacancy will occur on the Rice Creek Watershed District Board of Managers due to the <br />expiration on January 17, 2023, of the term of Steve Patricia Preiner, City of Columbus. <br />Persons interested in being appointed to serve on the Board of Managers may submit <br />their names for consideration to the Anoka County Board of Commissioners, the <br />appointing authority. <br /> <br />In appointing a manager to the Rice Creek Watershed District, Minnesota Statute <br />§103D.311 is also applicable. This statute requires a county board, upon the expiration of <br />a term, to appoint managers for a watershed district from an aggregate list of three or <br />more persons nominated jointly or severally by the towns and municipalities within the <br />district if a list(s) is submitted 60 days before the mangers term expires. In absence of a <br />valid list of nominees, the Anoka County Board may appoint any voting resident of the <br />RCWD who is not a public officer of the county, state or federal government and who <br />otherwise complies with the requirements and terms of Minnesota Statute §103D.311. In <br />order for the county to accept nominations for the expiring term, they must be received <br />by November 18, 2022. <br /> <br />Lino Lakes resident, Scott Robinson (8179 4th Avenue), has expressed interested in <br />serving on the Rice Creek Watershed District Board of Managers and has been informed <br />of the Anoka County application process.
