MINUTES <br />CITY OF LINO LAKES <br />CITY COUNCIL & PLANNING & ZONING JOINT MEETING <br />DATE: October 19, 2022 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 7:35 P.M. <br />MEMBERS PRESENT: Rob Rafferty, Tony Cavegn, Dale Stoesz, Michael <br />Ruhland, Michael Root, Neil Evenson, Isaac <br />Wipperfurth, Nathan Vojtech, Perry Laden <br />MEMBERS ABSENT: <br />STAFF PRESENT: Michael Grochala, Julie Whitney <br />I. CALL TO ORDER AND ROLL CALL: <br />Mayor Rafferty called the Lino Lakes Joint City Council & Planning and Zoning Board <br />meeting to order at 6:04 p.m. on October 19, 2022. <br />II. ACTION ITEMS <br />A. Gateway Design Charrette with WSB and Associates <br />Mr. Grochala explained the purpose of the Gateway Design plan and introduced Candace <br />Amberg and Jordan Gedrose of WSB and Associates. <br />Ms. Amberg identified the area's under review and provided and overview of the planning <br />process. She explained that WSB take the input from the group and developer a set design <br />guide for elements for use at each of the identified gateway locations. <br />Ms. Amberg then led the group through a goals and vision discussion and reviewed possible <br />treatment levels at each location. She identified three design levels with level one the most <br />decorative. <br />The group discussed treatment options and design levels for each location. Ms. Amberg <br />compiled the information and discussed next steps. <br />She explained that WSB will develop a preliminary design for the locations and bring <br />those back for review by the group. <br />III.
