Chapter 4: Transportation | 15Otter Lake Road Master Plan <br />Avoidance Alternatives <br />Each alignment alternative studied in this Master Plan was evaluated based on its ability to avoid wetland <br />impacts and meet the needs of the project including meeting traffic demand and state aid design <br />standards, providing property access, limiting parcel impacts, allowing for reasonable extension of <br />existing infrastructure, and reducing roadway coverage within an existing gas pipeline easement. All of <br />the alternatives, except the no-build, have proposed impacts to wetlands. The figure to the right and the <br />tables on the following page summarize the total wetland impacts for each of the alternatives, and how <br />each alternative meets the needs of the project. The city will engage the regulatory agencies in evaluation <br />of the avoidance and minimization measures incorporated into the selection of a preferred alternative. <br />Permits for impacts to wetlands will be required prior to construction. <br />ALTERNATIVE 1 <br />Alternative 1 extends Otter Lake Road from the <br />existing terminus near Main Street to the north <br />0.56 miles where it then curves to the northeast <br />and connects into 24th Ave. This alternative <br />generally follows lot lines but does split parcels <br />133122410009 and 133122420001 which are <br />under the same ownership. This creates an <br />undesirable configuration for the landowner. The <br />location of the alignment also provides access <br />to all lots without the need for extensive access- <br />road construction and extension of utilities. <br />This alternative does cross an existing pipeline <br />easement at an angle causing significantly more <br />coverage over the pipeline than if approached <br />at a right-angle. This causes the road to be <br />constructed at a higher elevation for a longer <br />portion of the roadway by increasing the length <br />the two are sharing the same space. <br />This alternative would impact a total of 2.80 <br />acres of wetlands (Table 4-2). The roadway would <br />impact the east side of the main Wetland 4 basin <br />avoiding the largest part of the wetland. The east <br />side of this wetland is essentially a constructed <br />low-quality ditch channel and farmed hay field. <br />The entirety of Wetland 23 would be impacted <br />by this alignment; however this wetland is not <br />likely under the jurisdiction of the USACE and <br />likely qualifies for sequencing flexibility due to <br />its degraded quality as a farmed wetland.
