Chapter 5: Land Use and final master plan | 21Otter Lake Road Master Plan <br />The project area is in a very desirable location adjacent to I35E with ramp access to Main Street on the <br />south end of the project area. The Otter Lake Road extension will provide valuable access opportunities <br />to the property owners within the project area. Because of the location and the access opportunities, it <br />is important to merge market trends and land use regulations in order to achieve maximum development <br />potential. The map on this page provides a glimpse of the recommended land uses and preferred road <br />alignment. <br />Final Road Alignment & <br />Recommended Future Land Use <br />RECOMMENDED LAND USE <br />• The current commercial zoning and future land use designations on the south end of the project area <br />are appropriate based on current development trends. There are existing commercial uses within this <br />area and it makes sense to allow for more commercial development in the future given that commercial <br />activity is still doing well in the market today. <br />• The City should consider rezoning all properties currently zoned as Rural Business Reserve (or Rural as <br />prescribed by zoning ordinance amendments) to LI Light Industrial, the new Business Campus zoning <br />district, or create a new zoning district to accommodate and allow the types of uses that the City wishes <br />to attract in this area. This rezoning should occur at the time of development. Properties not being <br />developed can remain zoned as Rural Business Reserve or Rural (as prescribed by zoning ordinance <br />amendments). A new zoning district could include a mix of certain types of commercial uses and light <br />industrial uses, while ensuring the warehousing and outdoor storage is limited in nature or eliminated <br />from potential uses all together. <br />• The land use of Business Campus would be the most appropriate for all land that is not designated <br />for commercial development.
