<br />of the trunk stormwater system from existing Otter Lake Road (McDonald’s area) to the <br />35E outlet is the first priority. Without this improvement additional commercial <br />development along Main Street is extremely limited. <br /> <br />Discussion Items: <br /> <br />1. Review of alignment alternatives and consideration of preferred alternative. WSB <br />and staff are recommending Alternative 2. <br /> <br />2. Review of proposed land use alternatives. <br /> <br />The plan proposes certain land use changes for consideration, given market <br />conditions, proposed road alignment and topographic features. The plan and <br />recommendation are intended for guidance and support for possible land use changes <br />should these be proposed with future development interests. <br /> <br />Bernier Property – west of Otter Lake Road: Proposed change from commercial land <br />use to business campus with consideration for high density residential on east side of <br />wetland 3. Recognizes that physical limitation of site may limit commercial viability. <br />Allows additional flexibility for site development with property to north. High <br />density residential fits in behind wetland and strengthens commercial market along <br />with employment base for growing business area. <br /> <br />Winter Property – north end of project area: Proposed change from office/residential <br />to business campus with consideration for high density residential. Limited office <br />demand in metro market doesn’t support this land use. Business campus designation <br />would allow for office along with other commercial/industrial uses. Allows for <br />additional site flexibility and possible assembly with property to south to avoid <br />physical limitations of site. Offers another potential area for high density residential <br />to support growing commercial market and strengthen employment base for growing <br />business area. <br /> <br />After incorporating any City Council comments staff will meet with property owners to <br />discuss the draft plan and the recommended alignment. Staff is anticipating bringing the <br />final plan back to City Council for acceptance in January. <br /> <br />Lori Johnson, WSB and Associates, will be present at the meeting to present the plan. <br /> <br />Requested Council Direction <br /> <br />Staff is requesting City Council comment on the recommended alignment alternative and <br />proposed land use alternatives. <br /> <br />Attachments <br /> <br />1.
