12 <br />erodible soils, or to take equivalent measures such as smaller basins, check dams, and <br />vegetated buffer strips; <br />(g)(e) The plan must include conditions adequate to protect facilities to be used <br />for post-construction stormwater infiltration; <br />(h) The plan must include conditions to minimize off-site sediment transport on <br />trucks and equipment, such as rock entrances; <br />(i) The plan must minimize work in and adjacent to water bodies and wetlands; <br />(j) Stable slopes shall be maintained throughout the construction process. <br />(k) Steep slopes and the need for high cuts and fills shall be avoided (no <br />slopes greater than 3(h): 1(v), except as approved by the City Engineer). <br />(l)(f) Protection shall be provided to minimize disturbance to surrounding soils, <br />root systems and trunks of trees adjacent to site activity that are intended to be left <br />standing. <br />(m)(g) Compaction of site soils shall be minimized. <br />(n)(h) All imported materials shall be approved by the City Engineer prior to <br />placement on the site. <br />(o)(i) Appropriate on-site containment must be provided for all trash, solid <br />waste, construction debris, floating debris, and hazardous materials. Disposal of <br />collected sediment shall be deposited only in approved locations. <br />(3) Grading, erosion and sediment control (ESC) required exhibits. The plan shall <br />be prepared and signed by a duly licensed professional engineer in the State of <br />Minnesota. The following exhibits must accompany the permit application: two plan <br />sets, full size (22 inches by 34 inches); and one electronic copy in a .pdf format.one <br />plan set, reduced to maximum size of 11 inches by 17 inches. Additional copies may be <br />required in accordance with applicable zoning and subdivision provisions of city code. <br />All plan sets shall also be submitted electronically in a .dwg format or as otherwise <br />determined by the City Engineer. The minimum requirements of the grading, erosion, <br />and sediment control plan shall be consistent with the most recent version of the <br />NPDES permit requirements and include the following information: <br />(a) Project name and type (residential, commercial, industrial, road construction, <br />or other)and location; <br />(b) Project location; <br />(c)(b) Address, cCounty parcel identification number (and legal description of the <br />property); <br />(d)(c) Names and addresses of the record owner, developer, land surveyor, <br />engineer, designer of the plat, and any agents, contractors, and subcontractors who will <br />be responsible for project implementation, including the name, address and phone <br />number of the party responsible for maintenance of all erosion and sediment control <br />measures;
