CITY COUNCIL WORK SESSION <br /> APPROVED <br /> CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : November 28, 2022 <br /> 5 TIME STARTED : 6:00 p.m. <br /> 6 TIME ENDED : 6:25 p.m. <br /> 7 MEMBERS PRESENT : Councilmember Stoesz,Lyden,Ruhland, <br /> 8 Cavegn and Mayor Rafferty <br /> 9 MEMBERS ABSENT <br /> 10 Staff members present: City Administrator Sarah Cotton; Community Development <br /> 11 Director Michael Grochala; City Planner Katie Larsen; City Engineer Diane Hankee; <br /> 12 Director of Public Safety John Swenson; Human Resources and Communications <br /> 13 Manager Meg Sawyer; City Clerk Julie Bartell <br /> 14 <br /> 15 1. Review Regular Council Agenda of November 28,2022. <br /> 16 <br /> 17 The agenda items were reviewed. Comments as follows: <br /> 18 <br /> 19 Item 3A—Liquor and Tobacco Ordinance Code Amendments—City Clerk Bartell <br /> 20 explained the amendments requested. These ordinances would amend the code to include <br /> 21 compliance and violations language that would mirror the process included in the recent <br /> 22 cannabinoid ordinance. <br /> 23 <br /> 24 Item 3B through 3D,Hiring Recommendations—Human Resources and <br /> 25 Communications Manager Sawyer reviewed the recommendation to fill three positions. <br /> 26 <br /> 27 Item 4A—Resolution Supporting Public Safety County Tax Levy—Public Safety <br /> 28 Director Swenson explained the staff recommendation to approve a resolution supporting <br /> 29 the continuation of a levy that supports public safety activities in Anoka County. Mayor <br /> 30 Rafferty asked if the City Attorney has reviewed this matter;Director Swenson noted that <br /> 31 has not occurred but the language that would be added to statute is minimal. <br /> 32 Councilmember Stoesz asked if any municipalities have declined to support and Director <br /> 33 Swenson said the status with others is that some cities have approved and others are <br /> 34 slated to do so in the near future. <br /> 35 <br /> 36 Item 5A—2022 Parking Lot Improvement Project—City Engineer Hankee explained <br /> 37 that staff is requesting authorization to make a final payment on the project. Funding is <br /> 38 available for this action. <br /> 39 <br /> 40 Item 5B—Ordinance Relating to Solid Waste Storage—Staff requested that this item <br /> 41 be tabled discussed at a future work session. <br /> 42 <br /> 1 <br />
