3 <br /> <br />The key changes to the rural, residential, business, industrial, and public and semi-public districts <br />(Sections 1007.080 – 1007.130) include: <br /> <br />1. Changes to all districts: <br /> <br />a. Remove Planned Unit Development (PUD) as a conditional use. Currently the <br />ordinance provides an option to apply for a PUD by conditional use permit or a <br />rezoning to PUD. The new code will require all PUDs to be rezoned to PUD. <br /> <br />b. Add essential service as a use by administrative permit. Essential services consist <br />of overhead telephone, gas, electrical, communication, water or sewer <br />transmission, distribution, collection, supply or disposal systems including poles, <br />wires, mains, drains, sewers, pipes, conduits, cables, fire alarm boxes, police call <br />boxes, traffic signals, hydrants and other similar equipment used to serve the <br />public. <br /> <br />2. Changes to rural: <br /> <br />a. Remove garage requirement from districts because it is addressed in general <br />provisions. The twin home/townhouse requirement for garage has been added to <br />the single family standards. <br /> <br />b. Add Agritourism as a conditional use in the R, Rural District. Agritourism would <br />include any commercial enterprise that links agricultural production and/or <br />processing with tourism in order to attract visitors onto a farm, ranch, or other <br />agricultural business for the purposes of entertaining and/or educating. The <br />definition was added to Section 1007.001. <br /> <br />c. Remove bicycle racing arenas as a conditional use in the R, Rural District. <br /> <br />d. Include rural cluster developments as a permitted use in R and R-X. Cluster <br />development has been added a definition as, “A form of residential development <br />that groups buildings or lots to provide common open space.” <br /> <br />3. Changes to residential: <br /> <br />a. Remove garage requirement from districts because it is addressed in general <br />provisions as noted in the rural district. <br /> <br />b. Amended the R-2 district day care facilities to be consistent with State Statute. <br /> <br />4. Changes to business: <br /> <br />a. Delete central business and shopping center zoning districts. The zoning districts <br />were deleted to reduce the number of individual business districts. <br />
