COUNCIL MINUTES <br /> APPROVED <br /> 49 <br /> 50 3B) Consider Resolution No. 23-08,Approving the 2023-2024 Labor Agreement with LELS, <br /> 51 Local No. 299 —City Administrator Cotton reviewed her written staff report noting a tentative <br /> 52 agreement for a two-year contract was reached between the City and LELS Local No. 299. Staff <br /> 53 recommends approval of the resolution. <br /> 54 <br /> 55 Councilmember Cavegn moved to approve Resolution No. 23-08 as presented. Councilmember <br /> 56 Ruhland seconded the motion. Motion carried on a voice vote. <br /> 57 <br /> 58 PUBLIC SAFETY DEPARTMENT REPORT <br /> 59 4A) Consider Acceptance of Coss Family Foundation Donation—Public Safety Director Swenson <br /> 60 is seeking authorization to accept a $20,000 grant through the Coss Family Foundation in support of the <br /> 61 Wellness Enhancement Program to expand to the fire staff. If accepted the funds would be deposited in <br /> 62 an escrow account and the City would continue to seek other grants and support to get the funding <br /> 63 required to move forward. <br /> 64 <br /> 65 Councilmember Lyden appreciates the thoughtfulness and kindness. <br /> 66 <br /> 67 Mayor Rafferty agreed, noting it is wonderful to receive these donations from caring families and <br /> 68 foundations. <br /> 69 <br /> 70 Councilmember Lyden moved to accept the donation as recommended. Councilmember Stoesz <br /> 71 seconded the motion. Motion carried on a voice vote. <br /> 72 <br /> 73 PUBLIC SERVICES DEPARTMENT REPORT <br /> 74 There was no report from the Public Services Department. <br /> 75 <br /> 76 COMMUNITY DEVELOPMENT REPORT <br /> 77 6A) Amending Chapter 1011 of the Lino Lakes Code of Ordinances—Community Development <br /> 78 Director Grochala reviewed his written staff report noting the City is required to adopt an ordinance <br /> 79 consistent with the requirements of the State's general permit, and must be consistent with water <br /> 80 management organizations in the geographic area. The first reading was approved on December 2, 2022. <br /> 81 Staff recommends approval of the second reading and approving a summary for publication. <br /> 82 <br /> 83 Councilmember Cavegn moved to waive the full reading of Ordinance No. 10-22 as presented. <br /> 84 Councilmember Ruhland seconded the motion. Motion carried on a voice vote. <br /> 85 <br /> 86 Councilmember Stoesz moved to approve the 2nd Reading and Adoption of Ordinance No. 10-22 as <br /> 87 presented. Councilmember Cavegn seconded the motion. Motion carried; Yeas, 5; Nays none. <br /> 88 <br /> 89 Councilmember Cavegn moved to approve Resolution No. 23-04 authorizing summary publication <br /> 90 of Ordinance No. 10-22. Councilmember Lyden seconded the motion. Motion carried on a voice <br /> 91 vote. <br /> 92 <br /> 93 6B) Watermark HOA Clubhouse& Public Parking Lot—City Planner Larsen reviewed her <br /> 94 written staff report noting Watermark Park will have a shared driveway with the Clubhouse. The first <br /> 95 agreement before the Council tonight denotes that the City will reimburse Lennar for the parking lot and <br /> 96 the second agreement is in regards to the shared driveway. <br /> 97 <br /> 98 Mayor Rafferty clarified that construction of the clubhouse will take place this summer. <br /> 2 <br />
