2 <br />This staff report is based on the following submittals: <br />• Applicant Narrative-Villas on Vicky <br />• House Elevations and Floor Plans <br />• Concept Plan prepared by Ranger Development dated January 23, 2023 <br /> <br />ANALYSIS <br /> <br />Previous Board, Council, and Staff Review Comments <br /> <br />On July 13, 2022, the Planning & Zoning Board reviewed the original PUD concept plan <br />dated May 26, 2022. The plan proposed 23 single family detached townhome villas. <br />Staff comments included need to provide public benefit in order to be considered for <br />PUD flexibility for lot sizes, lot widths, lot depth, side setbacks, architectural standards, <br />and open space. Additional road right -of-way along CSAH 23 and landscape <br />buffer/screening were also required. Staff noted density concerns and that a more <br />compatible housing product for the site would be R-2 two family or R-3 townhomes. The <br />City Engineer noted transportation concerns regarding the road alignments, vehicle <br />turning movements, and sight visibility. Planning & Zoning Board comments included <br />general support for single level villas, need for public benefit (open space and higher <br />architectural), density, R-2 baseline zoning, and parking issues. <br /> <br />At the August 1, 2022 Work Session, the City Council reviewed a revised concept plan <br />dated July 15, 2022. The proposed plan reduced the number of units from 23 to 21 single <br />family detached townhome villas. Staff and engineering comments remained the same. <br />Council concerns included on-street parking, emergency vehicle access, what PUD public <br />value was being gained, open space, 50ft lot widths and lot size, and garage size. Council <br />asked for locations of other developments the applicant has done. <br /> <br />At the September 6, 2022 Work Session, the City Council reviewed the 21 unit concept <br />plan again. Staff had no additional comments from the July Planning & Zoning Board <br />staff report or the August 1, 2022 Work Session staff report. Staff’s concern regarding <br />road alignment and vehicle turning movements still had not been addressed. Council <br />comments included density and providing minimum PUD flexibility. <br /> <br />At the October 3, 2022 Work Session, the City Council reviewed a 17 unit concept plan <br />dated September 25, 2022. The plan included an HOA courtyard area with community <br />gardens. In general Council supported the revised plan; however, roadway radius and size <br />was still a concern. Staff’s concern regarding road alignment and vehicle turning <br />movements still had not been addressed. <br /> <br />Since the October Work Session, the staff and applicant have met to discuss the road <br />alignment issues. The applicant has submitted two (2) revised concept plans that have <br />appropriate road alignments. Unfortunately, these plans do not meet density <br />requirements, include a private drive cul de sac, and lose the centrally located courtyard <br />amenity. PUD flexibility would still be needed for lot sizes, lot widths, side setbacks, and <br />architectural standards.
