9 <br />3.Vicky Ln and Kelly St realignment <br />Flexibility Given: <br />1.Lot Sizes < 7,500 sf <br />2.Lot Widths < 60ft <br />3.Lot Depths <br />4.Building Setbacks (street and side) <br />5.Garage sizes < 520sf <br />6.Garage forward of house <br />7.Length of garage wall > 50% structure facade <br />Questions: <br />1.Are there other public benefits gained or flexibilit ies provided? <br />2.Does the Board support the realignment of Vicky Ln and Kelly St as a PUD <br />public benefit? <br />a.The realignment is required whether it is a PUD or conventional R-2 <br />zoning development. <br />3.Does the Board support rezoning to PUD, Planned Unit Development? <br />4.Does the Board support amending the Comprehensive Plan to lower the density to <br />achieve the proposed PUD Concept Plan? <br />5.For consideration, the Board could support lowering the density but not the PUD. <br />This would require the applicant to design a development that meets all <br />conventional R-2 zoning standards. <br />a.e.g. 60ft wide lots, 125ft deep, 7,500 sf lot size (not including stormwater <br />ponds), architectural standards etc. <br />6.Should the applicant hold a neighborhood meeting prior to submission of the <br />Comprehensive Plan Amendment and PUD Preliminary Plan/Preliminary Plat <br />submittal? <br />PUD Preliminary Plan/Preliminary Plat <br />T he City’s review and comments on t he concept plan’s relation to the Comprehensive <br />Plan and development regulations does not grant any rights to the applicant to develop <br />the property as depicted by the concept plan. All other applicable comments from <br />previous staff reports still apply. <br />A land use application for Comprehensive Plan Amendment and PUD Preliminary <br />Plan/Preliminary Plat shall be submitted together. <br />RECOMMENDATION <br />Staff has concerns regarding the lack of density and the financial feasibility of an HOA <br />maintaining the private road, lawn care, nature area, snow removal, etc. Those costs will <br />be spread over fewer units resulting in higher per unit HOA fees vs. spreading them out
