COUNCIL MINUTES <br />DRAFT <br />2 <br /> 49 <br />3B) Consider Resolution No. 23-08, Approving the 2023-2024 Labor Agreement with LELS, 50 <br />Local No. 299 – City Administrator Cotton reviewed her written staff report noting a tentative 51 <br />agreement for a two-year contract was reached between the City and LELS Local No. 299. Staff 52 <br />recommends approval of the resolution. 53 <br /> 54 <br />Councilmember Cavegn moved to approve Resolution No. 23-08 as presented. Councilmember 55 <br />Ruhland seconded the motion. Motion carried on a voice vote. 56 <br /> 57 <br />PUBLIC SAFETY DEPARTMENT REPORT 58 <br />4A) Consider Acceptance of Coss Family Foundation Donation – Public Safety Director Swenson 59 <br />is seeking authorization to accept a $20,000 grant through the Coss Family Foundation in support of the 60 <br />Wellness Enhancement Program to expand to the fire staff. If accepted the funds would be deposited in 61 <br />an escrow account and the City would continue to seek other grants and support to get the funding 62 <br />required to move forward. 63 <br /> 64 <br />Councilmember Lyden appreciates the thoughtfulness and kindness. 65 <br /> 66 <br />Mayor Rafferty agreed, noting it is wonderful to receive these donations from caring families and 67 <br />foundations. 68 <br /> 69 <br />Councilmember Lyden moved to accept the donation as recommended. Councilmember Stoesz 70 <br />seconded the motion. Motion carried on a voice vote. 71 <br /> 72 <br />PUBLIC SERVICES DEPARTMENT REPORT 73 <br />There was no report from the Public Services Department. 74 <br /> 75 <br />COMMUNITY DEVELOPMENT REPORT 76 <br />6A) Amending Chapter 1011 of the Lino Lakes Code of Ordinances – Community Development 77 <br />Director Grochala reviewed his written staff report noting the City is required to adopt an ordinance 78 <br />consistent with the requirements of the State’s general permit, and must be consistent with water 79 <br />management organizations in the geographic area. The first reading was approved on December 2, 2022. 80 <br />Staff recommends approval of the second reading and approving a summary for publication. 81 <br /> 82 <br />Councilmember Cavegn moved to waive the full reading of Ordinance No. 10-22 as presented. 83 <br />Councilmember Ruhland seconded the motion. Motion carried on a voice vote. 84 <br /> 85 <br />Councilmember Stoesz moved to approve the 2nd Reading and Adoption of Ordinance No. 10-22 as 86 <br />presented. Councilmember Cavegn seconded the motion. Motion carried; Yeas, 5; Nays none. 87 <br /> 88 <br />Councilmember Cavegn moved to approve Resolution No. 23-04 authorizing summary publication 89 <br />of Ordinance No. 10-22. Councilmember Lyden seconded the motion. Motion carried on a voice 90 <br />vote. 91 <br /> 92 <br />6B) Watermark HOA Clubhouse & Public Parking Lot – City Planner Larsen reviewed her 93 <br />written staff report noting Watermark Park will have a shared driveway with the Clubhouse. The first 94 <br />agreement before the Council tonight denotes that the City will reimburse Lennar for the parking lot and 95 <br />the second agreement is in regards to the shared driveway. 96 <br /> 97 <br />Mayor Rafferty clarified that construction of the clubhouse will take place this summer. 98
