15 <br />take equivalent measures such as smaller basins, check dams, and vegetated buffer <br />strips. <br />16. Methods to be used for final stabilization of all exposed soil areas. <br />17. Documentation that the project applicant has applied for the NPDES <br />permit from the Minnesota Pollution Control Agency (MPCA), when applicable. <br />18. A stormwater pollution prevention plan for projects that require an NPDES <br />permit. <br />(4) Construction activity requirements. Any activity subject to a permit under this <br />chapter must conform to the standards of the NPDES general permit regarding <br />construction-site erosion and sediment control. <br />(5) Inspections. (See also § 1101.011.) <br />(a) The applicant shall be responsible for inspection, maintenance and <br />effectiveness of all erosion and sediment control measures until final soil stabilization is <br />achieved. <br />(b) The city may inspect the project site and require the applicant to provide <br />additional erosion control measures as it determined conditions warrant. <br />(6) Final stabilization. <br />(a) Erosion and sediment control measures must be maintained until final <br />vegetation and ground cover is established to a density of 70% over the entire pervious <br />surface area. <br />(b) All temporary erosion and sediment control BMPs will be removed, by owner, <br />after all disturbed areas have been permanently stabilized. <br />(Ord. 09-15, passed 10-26-2015) <br /> <br />§ 1011.011 STORMWATER MANAGEMENT REQUIREMENTS. <br />(1) Stormwater management. A permit incorporating an approved stormwater <br />management plan shall be required for all proposed land development activity including <br />public linear projects, unless otherwise exempted in this chapter, which meets any or all <br />of the following: <br />(a) A development, redevelopment or reconstruction, except public linear <br />projects, that creates or reconstructs 10,000 square feet or more of impervious surface, <br />including smaller individual sites that are part of a common plan of development that <br />may be constructed at different times. <br />(b) A subdivision of an area exceeding one acre. This includes subdivision for <br />single-family residential, multi-unit residential, commercial, industrial, or institutional <br />development. <br />(c) For public linear projects, a permit is required when one or more acres of <br />impervious surface will be to created or reconstructed 10,000 square feet or more of
