COUNCIL MINUTES <br />DRAFT <br />5 <br />Councilmember Lyden moved to approve Resolution No. 22-153 as presented. Councilmember156 <br />Ruhland seconded the motion. Motion carried on a voice vote 157 <br />6C) Consider Approval of Resolution No. 22-149, Order Project, Approve the Plans and 158 <br />Specifications and Authorize the Ad for Bid, 2023 Street Rehabilitation Project – Kelsey Gelhar, 159 <br />WSB & Associates, reviewed a map that included information on the following: 160 <br />- Location of 2023 Street Rehabilitation Project;161 <br />- Project element details.162 <br />Ms. Gelhar reviewed the proposed schedule. 163 <br />Mayor Rafferty asked if there are any soil issues anticipated and Ms. Gelhar said there is some 164 <br />anticipation of that and staff is planning accordingly. 165 <br />Councilmember Stoesz asked if there will be any trail rehab projects that could they be combined for 166 <br />efficiency? Ms. Gelhar explained why those projects are done somewhat separately. 167 <br />Councilmember Lyden moved to approve Resolution No. 22-149 as presented. Councilmember 168 <br />Ruhland seconded the motion. Motion carried on a voice vote. 169 <br />6D) Consider 1st Reading Ordinance No. 10-22, Amending Chapter 1011, Stormwater, 170 <br />Erosion and Sediment Control Requirements- Community Development Director Grochala 171 <br />reviewed a presentation that included information on the following: 172 <br />- Cities are required to adopt regulations;173 <br />- Proposal to amend City Code to meet requirements (adopting watershed district requirements);174 <br />-Review of section changes;175 <br />- Wetland (buffer) language is new to the Lino Lakes Code.176 <br />Councilmember Lyden moved to approve the 1st Reading of Ordinance No. 10-22 as presented. 177 <br />Councilmember Cavegn seconded the motion. Motion carried on a voice vote 178 <br />6E) Consider Resolution No. 22-158, Supporting Ramsey County Interstate 35E/County 179 <br />Road J Corridors of Commerce Grant Application – Community Development Director Grochala 180 <br />reviewed his written staff report requesting City Council consideration to support the Ramsey County 181 <br />2022-2023 Corridors of Commerce grant application to MnDOT for the Interstate 35E/County Road 182 <br />interchange project. 183 <br />Councilmember Ruhland moved to approve Resolution No. 22-158 as presented. Councilmember 184 <br />Cavegn seconded the motion.
