<br />WS – Item 9 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 9 <br /> <br /> <br />Date: February 6, 2023 <br /> <br />To: City Council <br /> <br />From: Rick DeGardner, Public Services Director <br /> <br />Re: Public Services Department Lead Positions <br /> <br /> <br />Background <br />The Public Services Department is seeking City Council agreement regarding two new <br />staffing assignments: <br /> <br />Utilities Department Lead Worker <br />The Utilities Supervisor position has remained vacant since Justin Williams’ promotion <br />to Public Works Superintendent in February of 2022. Staff has concluded that we can <br />postpone filling the Utilities Supervisor position if we can assign a Utilities Maintenance <br />lead worker. This position would be paid 5% above the base rate of pay. We expect that <br />the lead position option in the Utilities Department will be sufficient for the foreseeable <br />future. Staff will come back to the City Council for consideration if or when the necessity <br />for filling the Utilities Supervisor position occurs. <br /> <br />In addition to performing general maintenance duties, this position will also perform <br />additional tasks including assigning work to the general maintenance workers, assess <br />situations, and make decisions in the field. The Utilities Department Lead Worker will be <br />the primary person designated to monitor well chemical levels daily and making <br />necessary adjustments. This position will also assume a lead role in response to water <br />emergencies, watermain breaks, and resident emergencies. <br /> <br />Fleet Department Lead Worker <br />With the Public Services Department now having two mechanics, it is important to define <br />their roles in the capacity of running the mechanics shop. The Lead Worker position will <br />oversee the entire operation of the Fleet Department including prioritizing vehicle and <br />equipment repairs, preparing and making vehicle and equipment replacement <br />recommendations, managing regular maintenance intervals on the cities fleet of vehicles <br />and equipment through the City’s asset management system, assisting in vehicles <br />purchases, inventory control and ordering parts, and being the primary point of contact <br />for any maintenance requests. <br />
