COUNCIL MINUTES APPROVED 1 2 LINO LAKES CITY COUNCIL 3 REGULAR MEETING 4 MINUTES 5 6 DATE : January 23,2023 7 TIME STARTED : 6:34 p.m. 8 TIME ENDED : 6:41 p.m. 9 MEMBERS PRESENT : Councilmember Stoesz, Lyden, Cavegn, Mayor 10 Rafferty 11 MEMBERS ABSENT : Councilmember Ruhland 12 Staff members present: City Administrator Sarah Cotton; Community Development Director 13 Michael Grochala. 14 15 PUBLIC COMMENT 16 There were no public comments. 17 18 SETTING THE AGENDA 19 The agenda was approved as presented. 20 21 SPECIAL PRESENTATION 22 Introduction—State Representative Elliott Engen, District 36A 23 Mr. Engen introduced himself noting Lino Lakes is a unique community that needs to be preserved. 24 He stated his door is always open if there is anything he can do for the City and shared about a 25 budget surplus in the State that should be considered and spent wisely. 26 27 CONSENT AGENDA 28 Councilmember Lyden moved to approve the Consent Agenda, Items 1A through 1D as presented. 29 Councilmember Stoesz seconded the motion. Motion carried on a voice vote. 30 31 ITEM ACTION 32 Consideration of Expenditures: 33 A) Consider Approval of Expenditures for January 23, 2023 34 (Check No. 117907 through 117989) in the Amount of$570,683.98 Approved 35 B) Consider Approval of January 9, 2023 Work Session Minutes Approved 36 C) Consider Approval of January 23, 2023 Council Minutes Approved 37 D) Consider Resolution No. 23-05, Approving a Massage Enterprise 38 License for Allure Salon & Spa and an Individual Massage License 39 for Alicea White, Allure Salon& Spa Approved 40 41 FINANCE DEPARTMENT REPORT 42 No Report. 43 44 ADMINISTRATION DEPARTMENT REPORT 45 A) Consider Resolution No. 23-09, Approving the 2023-2024 Labor Agreement with 46 I.U.O.E, Local No. 49, Sarah Cotton —City Administrator Cotton explained a tentative 47 agreement was reached after four meetings for a two year contract and union members have voted in 48 favor of the terms. 1
