COUNCIL MINUTES <br /> APPROVED <br /> 1 <br /> 2 LINO LAKES CITY COUNCIL <br /> 3 REGULAR MEETING <br /> 4 MINUTES <br /> 5 <br /> 6 DATE : January 23,2023 <br /> 7 TIME STARTED : 6:34 p.m. <br /> 8 TIME ENDED : 6:41 p.m. <br /> 9 MEMBERS PRESENT : Councilmember Stoesz, Lyden, Cavegn, Mayor <br /> 10 Rafferty <br /> 11 MEMBERS ABSENT : Councilmember Ruhland <br /> 12 Staff members present: City Administrator Sarah Cotton; Community Development Director <br /> 13 Michael Grochala. <br /> 14 <br /> 15 PUBLIC COMMENT <br /> 16 There were no public comments. <br /> 17 <br /> 18 SETTING THE AGENDA <br /> 19 The agenda was approved as presented. <br /> 20 <br /> 21 SPECIAL PRESENTATION <br /> 22 Introduction—State Representative Elliott Engen, District 36A <br /> 23 Mr. Engen introduced himself noting Lino Lakes is a unique community that needs to be preserved. <br /> 24 He stated his door is always open if there is anything he can do for the City and shared about a <br /> 25 budget surplus in the State that should be considered and spent wisely. <br /> 26 <br /> 27 CONSENT AGENDA <br /> 28 Councilmember Lyden moved to approve the Consent Agenda, Items 1A through 1D as presented. <br /> 29 Councilmember Stoesz seconded the motion. Motion carried on a voice vote. <br /> 30 <br /> 31 ITEM ACTION <br /> 32 Consideration of Expenditures: <br /> 33 A) Consider Approval of Expenditures for January 23, 2023 <br /> 34 (Check No. 117907 through 117989) in the Amount of$570,683.98 Approved <br /> 35 B) Consider Approval of January 9, 2023 Work Session Minutes Approved <br /> 36 C) Consider Approval of January 23, 2023 Council Minutes Approved <br /> 37 D) Consider Resolution No. 23-05, Approving a Massage Enterprise <br /> 38 License for Allure Salon & Spa and an Individual Massage License <br /> 39 for Alicea White, Allure Salon& Spa Approved <br /> 40 <br /> 41 FINANCE DEPARTMENT REPORT <br /> 42 No Report. <br /> 43 <br /> 44 ADMINISTRATION DEPARTMENT REPORT <br /> 45 A) Consider Resolution No. 23-09, Approving the 2023-2024 Labor Agreement with <br /> 46 I.U.O.E, Local No. 49, Sarah Cotton —City Administrator Cotton explained a tentative <br /> 47 agreement was reached after four meetings for a two year contract and union members have voted in <br /> 48 favor of the terms. <br /> 1 <br />
