13 <br /> <br />The provisions of City Code Section 1007.016-Conditional Use Permits are satisfied. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends approval of the conditional use permit and site plan review for <br />Centennial Middle School Tennis Court Relocation and Parking Lot Addition subject to <br />the following conditions: <br /> <br />1. A Site Improvement Performance Agreement and securities shall be executed. <br />2. A Declaration for Maintenance of Stormwater Facilities in favor of RCWD and <br />the City shall be executed and recorded. <br />3. A Permanent Drainage and Utility Easement with exhibit shall be executed and <br />recorded. <br /> <br />The following items shall be addressed prior issuance of any permits: <br /> <br />1. All comments from the City Engineer Memo dated March 1, 2023 shall be <br />addressed. <br />2. All comments from the Environmental Coordinator Memo dated March 1, 2023 <br />shall be addressed. <br />3. City staff shall draft a Site Improvement Performance Agreement for Council <br />approval. <br />4. The applicant shall draft a Declaration for Maintenance of Stormwater Facilities <br />for staff review and approval. <br />5. The applicant shall draft a Permanent Drainage and Utility Easement with exhibit <br />for staff review and approval. <br />6. Lot lines shall be clearly marked and labeled on all plan sheets with a solid line. <br />7. Sheet C201, Parking Lot Addition Paving Plan: <br />a. Crosswalks shall be provided at both the west and east driveways into the <br />new parking lot. <br />b. Crosswalk shall be provided from the east side of the new parking lot <br />north to the existing sidewalk. <br />c.
