(3/1/2023) Applicant to add ADA compliant pedestrian ramps where the <br />trails cross or enter driveways or drive lanes. Crosswalk markings should be <br />included per the City Planner’s comments. <br />2. (3/1/2023) Sheet C200 shows that the bituminous patching along the new <br />curb line by the proposed tennis courts is the same section as the <br />bituminous trail. Applicant to confirm if the trail section is to be used for this <br />area of parking lot pavement. <br /> <br />• Wetlands and Mitigation Plan <br /> <br />There are no existing wetlands near the areas of construction. There are wetlands near <br />the pond where the stormwater from the site ultimately drains. <br /> <br />• Landscaping <br /> <br />The City’s Environmental Coordinator to review landscaping and provide in-depth <br />comments. <br /> <br />• Floodplain <br /> <br />There are no known existing floodplains on the 399 Elm Street (Centennial Middle School) <br />site. <br /> <br />• Drainage and Utility Easements <br /> <br />Both areas of work on located on the 399 Elm Street parcel (PID 18-31-22-44-0010). The <br />existing parcel is part of the Auditors Subdivision Number 54 plat. The survey does not <br />indicate any easements near the existing tennis court area (proposed parking lot area). <br />There is a public utility easement over 4th Avenue near the existing parking lot area <br />(proposed tennis court area). <br /> <br />The applicant is not proposing any changes to the plat at this time. <br /> <br />Comments: <br />1. (3/1/2023) Applicant to record drainage and utility easements around the <br />stormwater facilities. Easements shall extend 10-ft beyond the NWL per City <br />Code. <br /> <br />• Development Agreement <br /> <br />A Site Performance Agreement will be required. <br /> <br />• Grading Agreement <br /> <br />Grading agreement not required. <br /> <br />• Stormwater Maintenance Agreement <br /> <br />The stormwater facilities will be privately maintained and a Declaration for Maintenance of <br />Stormwater Facilities will be required.
