Review Regular Agenda of February 13, 2023 15 <br /> 16 <br />Consent Agenda– 17 <br /> 18 <br />Item 1D - Consider Resolution No. 23-19, Approving a Solicitor License for Everlight Solar - 19 <br />Mayor Rafferty asked what happens when a company goes door-to-door with a solicitor license. 20 <br />City Administrator Cotton replied an application comes in, the City runs a background check on 21 <br />each representative going door-to-door, the license is good for 6 months with each representative 22 <br />receiving a license. She noted the City could have active licenses available on the City’s website. 23 <br /> 24 <br />Regular Agenda – 25 <br /> 26 <br />Item 2A - Public Hearing – 2023-2027 Financial Plan – Finance Director Lynch noted there have 27 <br />not been any changes to the plan that was reviewed at the previous week’s Work Session. Mayor 28 <br />Rafferty noted regarding the Resolution, he would ask for a motion to accept rather than approve 29 <br />as it is a living document. 30 <br /> 31 <br />Item 3A - Consider Appointment of Police Officer – Human Resources and Communications 32 <br />Manager Meg Sawyer spoke about the appointment of Spencer Baldwin to a police officer 33 <br />position starting on March 6, 2023. 34 <br /> 35 <br />Item 5A and Item 5B - Watermark Park Project – City Engineer Hankee shared about the project 36 <br />including the master plan showing a pond overlook, picnic area, play area, pickleball courts, 37 <br />parking lot, pergola, and entrance monument sign. The low bid came in from Dimke Excavating 38 <br />at $668,000 while the engineer estimate was $929,000. There is also a construction services 39 <br />proposal from WSB and Associates from $93,000. 40 <br /> 41 <br />Councilmember Ruhland asked about the differential in the bids. Ms. Hankee noted it varies with 42 <br />some having more money in the structures and others putting more money in the excavating. She 43 <br />will follow up that the contracted company has the pergola and dock bid correctly, noting the 44 <br />specs are very detailed.
