Review Regular Agenda of February 13, 2023 <br /> 16 <br /> 17 Consent Agenda- <br /> 18 <br /> 19 Item 1D - Consider Resolution No. 23-19, Approving a Solicitor License for Everlight Solar- <br /> 20 Mayor Rafferty asked what happens when a company goes door-to-door with a solicitor license. <br /> 21 City Administrator Cotton replied an application comes in,the City runs a background check on <br /> 22 each representative going door-to-door, the license is good for 6 months with each representative <br /> 23 receiving a license. She noted the City could have active licenses available on the City's website. <br /> 24 <br /> 25 Regular Agenda- <br /> 26 <br /> 27 Item 2A - Public Hearing—2023-2027 Financial Plan—Finance Director Lynch noted there have <br /> 28 not been any changes to the plan that was reviewed at the previous week's Work Session. Mayor <br /> 29 Rafferty noted regarding the Resolution, he would ask for a motion to accept rather than approve <br /> 30 as it is a living document. <br /> 31 <br /> 32 Item 3A - Consider Appointment of Police Officer—Human Resources and Communications <br /> 33 Manager Meg Sawyer spoke about the appointment of Spencer Baldwin to a police officer <br /> 34 position starting on March 6, 2023. <br /> 35 <br /> 36 Item 5A and Item 5B - Watermark Park Project—City Engineer Hankee shared about the project <br /> 37 including the master plan showing a pond overlook, picnic area, play area, pickleball courts, <br /> 38 parking lot,pergola, and entrance monument sign. The low bid came in from Dimke Excavating <br /> 39 at $668,000 while the engineer estimate was $929,000. There is also a construction services <br /> 40 proposal from WSB and Associates from $93,000. <br /> 41 <br /> 42 Councilmember Ruhland asked about the differential in the bids. Ms. Hankee noted it varies with <br /> 43 some having more money in the structures and others putting more money in the excavating. She <br /> 44 will follow up that the contracted company has the pergola and dock bid correctly, noting the <br /> 45 specs are very detailed. Ms. Cotton clarified the packet had been updated earlier in the day to <br /> 1 <br />
