<br />Memorandum <br /> <br />To: Katie Larsen, City Planner, City of Lino Lakes <br />From: Kelsey Gelhar, Engineer, WSB <br /> Diane Hankee, City Engineer, City of Lino Lakes <br /> <br />Date: July 6, 2022 <br />Re: Villas on Vicky Concept Plan <br /> WSB Project No. 020731-000 <br /> <br />WSB has reviewed the Villas on Vicky Concept Plan for a 23 unit PUD prepared by E.G. Rud & <br />Sons, Inc. and submitted on June 10, 2022. The site is located on the west side of Lake Drive <br />(CSAH 23), south of the existing Vicky Lane. <br /> <br />Engineering <br /> <br />• Erosion Control & Grading <br /> <br />The proposed Villas on Vicky project would require mass site grading for the streets and lots, <br />appurtenant erosion control, and a SWPPP. Engineering staff feels that the lots as proposed are <br />too small to accommodate proper grading and drainage for the proposed homes. The lots are not <br />wide enough for the proposed product type to be constructed and still meet grading standards. <br />Staff is concerned that there will not be enough room on the proposed lots to meet screening and <br />setback requirements and still be able to grade the rear yards to adequately drain. <br /> <br />• Stormwater Management <br /> <br />The Villas of Vicky property is relatively flat and appears to drain to a low area near Lake Drive <br />(CSAH 23). There is no known floodplain on the site. An 18” and 21” diameter Anoka County storm <br />sewer line is located on the east side of Lake Drive (CSAH 23). City records indicate that there is a <br />storm sewer pipe stubbed across Lake Drive (CSAH 23) in front of this property. Anoka County <br />should review the preliminary drainage design concurrent to the City’s preliminary plat reviews. <br />Anoka County must approve any connection to the Anoka County storm sewer. An engineered <br />model would be required. <br /> <br />The Villas on Vicky concept plan is in the George Watch Resource Management Unit (RMU) <br />according to the City of Lino Lakes 2018 Local Water Management Plan (WMP). George Watch Lake <br />is included in the Minnesota Pollution Control Agency’s (MPCA) impaired waters list and is supported <br />by upwelling groundwater. The WMP noted several issues within the George Watch RMU, including <br />altered hydrology. A strategy for mitigating this issue includes possibly reducing the volume of runoff <br />from the site and investigating if infiltration is feasible on the site. A geotechnical report was not <br />provided, though it appears that soil borings were performed based on the “Aerial Resource Map”. <br /> <br />Based on the review of the Villas on Vicky Concept Plan the following was concluded: <br /> The areas identified for storm ponding appear infeasible to construct and insufficient to meet <br />city code and standards. Reconfiguring the ponding areas will impact the layout of the lots <br />and streets. <br /> The proposed improvements cannot create adverse impacts to neighboring properties by <br />grading to drain towards those lots.
