15 | Page <br /> <br />Parks Recycling <br />The Public Works Department services the trash and recycling containers at all the parks within <br />Lino Lakes. The materials collected from these containers are moved to one large dumpster located <br />at Public Works (1189 Main St) for Walters to pick up. The parks are serviced weekly in the summer <br />months. <br />SCORE Report <br />Enacted in 1989, the Select Committee on Recycling and the Environment (SCORE) Report is an <br />annual examination of Minnesota waste management programs and data. The Minnesota Pollution <br />Control Agency (MPCA) uses the information to detail trends in waste generation, management, and <br />disposal to develop policy and plans to manage waste in a manner that protects the health of the <br />environment and humans. MPCA publishes an annual report with trends and findings in recycling <br />and municipal solid waste throughout the state. <br />The City of Lino Lakes provides Anoka County with two SCORE reports throughout the year, one <br />for January- June and another for July-December. The SCORE report consists of three forms: the <br />application, the reimbursement, and the tonnage report. Municipalities are eligible for <br />reimbursement for funds spent throughout the given time frame. Each municipality in the seven- <br />county metro area is given a tonnage goal based upon the municipality population from previous <br />census data. <br />The application is filed once a year and estimates the next year’s expected expenses. The <br />reimbursement and tonnage are completed twice a year. The reimbursement reports what the city <br />has spent and is looking to be reimbursed for. The tonnage reports waste abatement data including <br />curbside recycling, organics recycling, event recycling, and more. <br />The program used to report is Called Re-TRAC Connect. Theoretically, one should be able to see <br />past reports. The county recently started using this program, so not much data has accumulated. <br />Solid Waste and Residential Recycling <br />The City of Lino Lakes has four licensed waste haulers available to residents. Residents must choose <br />between ACE Solid Waste, Republic Services (Allied Waste), Walters Recycling & Refuse, or Waste <br />Management. Each hauler provides curbside trash, recycling, and yard waste pickup. Walters, <br />additionally, offers curbside organics pickup. Each hauler sets acceptability standards for recyclable <br />materials which can be found and referenced on the City of Lino Lakes Curbside Recycling Page <br />(linolakes.us/recycling). <br />Each waste hauler is required to obtain a license before collecting any garbage, refuse, or recycling <br />from residents. The license is good for one year and expires on the first of June, unless revoked <br />sooner. Hauling companies are required to offer a minimum of three-tiered rate volume options. No <br />collection can happen outside of the hours 7:00 am and 6:00 pm Monday through Saturday. <br />Minnesota state law dictates that haulers are not allowed to charge customers that recycle more than <br />those who do not. All codes relating to solid waste may be found in the City’s Code of Ordinances, <br />Chapter 507 Sections 1-8.
