CITY COUNCIL <br />AGENDA ITEM 3B <br />STAFF ORIGINATOR: Sarah Cotton, City Administrator <br />MEETING DATE: April 24, 2023 <br />TOPIC: 2023 & 2024 Non-Union Compensation Plans <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The City Council is being asked to consider Resolution No. 23-35 and 23-36, Establishing the <br />2023 and 2024 Compensation Plans for Non-Union Employees. <br />BACKGROUND <br /> <br />Section 207.04 of the Code of Ordinances requires the City Administrator to establish and maintain <br />a compensation plan for all positions in the City, which is to be reviewed and approved by the City <br />Council. <br /> <br />The 2023 compensation plan includes a 3% general wage increase plus a .75% market adjustment, <br />which would be retroactive to January 1, 2023. <br /> <br />The 2024 compensation plan includes a 3% general wage increase plus a .75% market adjustment, <br />which would be effective January 1, 2024. <br /> <br />The salary adjustments are consistent with the LELS (Local 260), LELS (Local 299), AFL-CIO <br />(Local 49) union contracts that were previously considered and approved by the Council, as well as <br />the AFSCME (Local 2454) contract that is being considered for approval by the Council at the April <br />24th meeting. <br /> <br />The 2023 adopted budget includes resources sufficient to cover the 3% wage adjustment plus a .75% <br />market adjustment. <br />RECOMMENDATION <br />Approve Resolution No. 23-35 and 23-36, Establishing the 2023 and 2024 Compensation Plans for <br />Non-Union Employees effective January 1, 2023 and January 1, 2024, respectively. <br />ATTACHMENTS <br /> <br />Resolution No. 23-35 <br />Resolution No. 23-36 <br />
