12 <br />The applicant shall submit a Land Use Application for final plat after preliminary plat <br />approval. A Development Agreement will then be prepared by the City as part of the <br />final plat application. <br /> <br />Site Improvement Performance Agreement <br /> <br />A Site Improvement Performance Agreement may be required for construction of the Lil’ <br />Explorer’s Childcare Center facility or securities may be included in the Development <br />Agreement. <br /> <br />Comprehensive Plan <br /> <br />Resource Management System <br /> <br />The Resource Management System Plan goal of preserving surface water quality is <br />supported by the construction of stormwater management BMP’s such as curb, gutter, <br />and stormwater pond. <br /> <br />Land Use Plan <br /> <br />The Comprehensive Plan guides this property for commercial use. The proposed <br />commercial day care facility is consistent with commercial land use. <br /> <br />Housing Plan <br /> <br />The goals and policies of Housing Plan are not negatively impacted by the commercial <br />day care facility. <br /> <br />Transportation Plan <br /> <br />Goals of the Transportation Plan are to ensure that street and roads are as safe as possible <br />and to reduce unnecessary traffic. CSAH 12 (Apollo Drive) is an A-Minor Expander <br />County road. Lilac Street west of the site is a Major Collector road. Lilac Street south of <br />the development is a local road. The exiting road system can accommodate the traffic <br />generated by the daycare. Future development of Outlot A may require a traffic study. <br /> <br />Sanitary Sewer and Water Supply Plan <br /> <br />The commercial day care facility will be municipally served by a 21” sanitary sewer main <br />and a 12” watermain located along Apollo Drive. <br /> <br />The subject site is located in Utility Staging Area 1A (2018-2025) and Sanitary District 2 <br />(Sub-District 2B). Flow from this area is collected southward to MCES Meter M211 and <br />Gravity Interceptor 8361 along North Road which passes southwest through Circle Pines. <br />
